A heartfelt thank you to the Seneca Summer Camp at Yorkgate Mall for welcoming 31 Division’s Black Creek Neighbourhood officers to engage with the campers.

Our officers had the privilege of giving an interactive presentation on essential safety topics, including how to recognize and respond to stranger danger, who to contact in an emergency, and practical safety tips for staying safe in public spaces.

It was a fantastic opportunity to connect with the youth, helping them build confidence in navigating real-life situations and empowering them with knowledge to protect themselves and others. We’re grateful for the chance to foster these important conversations in our community.

2024 Community Safety Day

31 Division proudly partnered with Tim Hortons for the 11th annual Community Safety Day, celebrating the dedicated work of our Emergency Service employees who make a difference in our community.

A special thank you goes to @dukeheightsbia for generously providing backpacks for students returning to school.

This meaningful event is hosted each year by Tim Hortons owner Vijay Verma in loving memory of his late wife, Nazil Verma, who passed away in 2013 after a courageous battle with cancer. Nazil was deeply committed to working with local emergency services to support youth in the community. The tradition of this day began 11 years ago thanks to the initiative of former Sgt. Steve Hicks, PC Glenn Jones, and Vijay. A big shoutout to @tpsglenn for keeping this tradition alive!

Honda Indy Bike Ride Program

We had a great time at Westview Centennial Secondary School for the “Honda Indy Bike Ride” program, organized by The Children’s Breakfast Club.

The students participated in hands-on sessions, including helmet and brake fitting, serial number documentation, and a road and bicycle safety seminar. ��‍♀️��‍♂️ It was fantastic to see everyone so engaged and ready to ride safely!

The Toronto Police Service and the 31 Division CPLC is proud to announce that we have partnered with the Jamaican Canadian Association for a $1000.00 education Scholarship for anyone is entering there first year of College or University. This is open to residents who live in the boundaries of 31 Division interested in Law enforcement or Justice studies only. This is a excellent way to invest in the educational aspirations of our youth to strengthen the bond between law enforcement and the community we serve.

What an incredible day at the 31 Division CPLC Open House BBQ & Bursary Award Ceremony! We had so much fun celebrating our amazing community and recognizing our outstanding Bursary recipients—congratulations to all of you! Your hard work and dedication are truly inspiring.

A huge thank you to our dedicated CPLC team and the amazing volunteers who made this event such a success! Your efforts ensured that today was a memorable experience for everyone involved.

We also want to express our gratitude to our Government leaders who took the time to join us and show their support. Your presence and encouragement mean a lot to our community.

On March 27, 2024, we convened at the Driftwood Community Recreation Centre for a pivotal Town Hall Community Meeting.

The gathering focused on "Supporting Youth," a theme explored through diverse perspectives by various stakeholders. Discussions revolved around the impactful programs offered by @communityconnect.to, designed to equip our youth with the necessary skills for future employment opportunities.

We extend our heartfelt gratitude to all our partners who participated, showcasing readiness to collaborate and tackle issues collectively. The engagement and input from numerous community members underscored the event's success, reinforcing our belief that we grow stronger together.

Exceptional Acts

On March 20, 2024, during a formal ceremony, Superintendent Singh formally acknowledged and praised the exceptional contributions and efforts of the officers within the community. He highlighted their dedication and hard work, stating that such outstanding service merited public recognition and commendation. This acknowledgment serves as a testament to the positive impact these officers have had on the community through their commitment and exemplary performance.

September 2023

In June of 2023 a security guard had an interaction with an intoxicated male. During the interaction, the male exposed a handgun. The security guard returned to his office and immediately called 911.

Within minutes Sgt Dulatas arrived on scene and made contact with the security guard. He communicated the suspect’s location to other responding officers. Sgt. Schumacher, PC Manzke and PC Mustapha who located the suspect.

Equipped with the knowledge that the suspect was observed with a handgun and intoxicated, Sgt Schumacher, PC Manzke and PC Mustapha effectively conducted a high risk take-down.

The officers were able to apprehend the suspect without any further incident or injury to anyone, and seized a loaded firearm.

October 2023

In October of 2023 police received information from a citizen that two males were outside of a building and one of the males were seen dropping and picking up a firearm. Both males got into a vehicle and were seen leaving the area.

Members of 31 Division Major Crime Unit Detective Constable Haworth 10117 and Detective Constable Gravelijn 9183 were in the area, and located the vehicle. These officers, along with the assistance of PC Clendinning 11846 and PC Calder 11407 boxed in the vehicle and arrested both males.

Weapons, narcotics, cash and other items were located.

Detective Constable Haworth, Detective Constable Gravelijn, PC Clendinning and PC Calder should all be commended for their efforts, for demonstrating excellent teamwork and for using outstanding investigative techniques that resulted in taking two dangerous criminals off the streets.

November 2023

In November of 2023 PC Mohammed 8980 noticed a pending call in 31 Division for Found Property at York University. The call was for an urn that appeared to have been dumped by an unknown person. Realizing the importance and significance of the urn, PC Mohammed acted. He contacted York University security, confirmed that the urn contained ashes and requested they deliver the urn to 31 Division in a respectful and caring manner.

Upon delivery to 31 Division, Special Constable Cross 65964 carefully took possession of the urn and placed it in a temporary locker for safe keeping. PC Mohammed contacted the Funeral/Cremation service and was provided with Next of Kin information.

He was able to make contact with the Next of Kin, an elderly female. She was extremely grateful that the urn had been located, and requested that her 85 year old sister be contacted to arrange for the return. PC Mohamed made arrangements to have the urn returned, and in the process learned that the urn was a third sister who passed away in 2017.

Special Constable Taylor 66077 personally delivered the urn with all due care, respect and consideration to the family.

PC Mohammed and Special Constable Taylor should be commended and acknowledged for their professionalism, goodwill and excellent work.

December 2023

In December of 2023 Police Constable Clayton 77037 and Police Constable Murrell 12547 responded to a Threatening suicide call. The information received from the caller was that a family member left a voice message indicating feelings of suicide.

Police Constable Clayton and Police Constable Murrell attended the home, and found it in complete darkness. They made several phone calls and knocked on the door several times, however, they were not able to make contact. Officers then detected smoke coming from the premise and requested the attendance of Toronto Fire Services.

Being concerned for the safety of the male and any occupants inside the home, Police Constable Clayton and Police Constable Murrell, without regard to their own safety, breached the front door of the residence and began to search the smoke filled home.

The officers were unable to locate anyone on the main floor of the home, and also realized they did not have access to the basement from inside.

Using the side entrance, Police Constable Clayton and Police Constable Murrell breached the side door, entered the smoke filled basement and located the unconscious individual on the floor next to smouldering debris. The officers were able to awaken the individual and take them to awaiting paramedics outside. Toronto Fire Services attended and extinguished the fire.

Police Constable Clayton and Police Constable Murrell should be commended for their courageous actions, for their swift decision making and their composure during such a stressful situation. Their heroic actions saved a life and prevented any further damage to the home.

January 2024

In February of 2024 Police Constable Vondercrone 11552 and Police Constable Contento 11742 were on a Community Safety Directed Patrol in a Toronto Community Housing complex while patrolling in their marked scout car the officers observed four individuals wearing black clothing, their faces covered, hands tucked in their pockets and appeared to be avoiding police.

Police Constable Bartholomew 8976 and Police Constable Lepore 11863 arrived in the area and located the same group walking.

All four officers attempted to engage the group, however, the group began to run while displaying characteristics of an armed person.

Officers engaged in a foot pursuit. One of the individuals veered away from the group, and drew a firearm and fired a shot in the direction of the officers.

Despite being shot at, Police Constable Vondercrone, Police Constable Contento, Police Constable Bartholomew and Police Constable Lepore continued the chase and were able to catch up to the individual. Officers issued the police challenge, gave direct commands and were able to place the individual under arrest.

As a result of the officer’s brave actions, a loaded firearm as well as a quantity of illegal narcotics were recovered.

February 2024

In February of 2024 a victim met with a potential buyer for personal electronics.

Upon arrival, the victim met with the two suspects and handed over his electronics as they wanted to inspect the item. The two suspects fled with the item. The victim ran after them and the suspects produced a firearm which they used to hit the victim. The victim continued the chase and called 911 while doing so.

Officers attended and formed a perimeter surrounding the last know direction of travel.

Police Constable Saunders 11953 and Police Constable Mighton 12228 observed the suspects and engaged in a foot pursuit. This resulted in the capture and arrest of one of the suspects. During the foot pursuit, the second suspect discarded clothing items. Police Constable Mighton was able to recover the clothing, and in doing so located a loaded firearm.

As a result of the officer’s brave actions, a violent criminal was arrested and a firearm was recovered.

Unity and Support: The Driftwood Community Prayer Walk

In an inspiring display of community solidarity, the Driftwood Community, in collaboration with Toronto Police Service's 31 Division and Chaplains, invited everyone to participate in a Prayer Walk Wednesday, February 28th, at 3pm.

This event started at the Driftwood Community Centre. The walk was a vibrant testament to the community's resilience and strength, especially during challenging times.

This inclusive event welcomed individuals from all faiths and backgrounds, emphasizing the diversity and unity within the Driftwood Community. This initiative is not just a walk but a profound opportunity for community members to come together, offering each other support and encouragement. Following the walk, participants will have the chance to engage in meaningful conversations with the 31 Division Officers and Chaplains at the Driftwood Community Centre, where refreshments will also be provided.

The recent Prayer Walk at the Driftwood Recreation Community Centre showcased the community's determination to stand together. Participants engaged in both a Prayer Walk and a Prayer Circle, creating a space of mutual support and hope. The event was highlighted by the generous contribution from the Canadian Bible Society, facilitated by Chaplain Reverend Wendell Gibbs, who donated 60 Holy Bibles to the BGC's youth basketball program. This donation aims to aid in healing and improving mental well-being among the community's youth.

Leading the initiative, Superintendent Singh, along with the TPS Wellness Unit chaplains, offered spiritual guidance and support, reinforcing the event's message of unity and togetherness. The presence of high-profile attendees, including Chief Demkiw and Solicitor General, Hon. Michael S. Kerzner, alongside various community support services, underscores the significance of the event in fostering a stronger, more interconnected community.

The Driftwood Community Prayer Walk was more than just an event; it's a powerful expression of togetherness and faith, offering hope and strength to all who participate. It serves as a reminder that in unity, there is an incredible strength capable of overcoming any adversity. 31 Division's Memorable Day with Canadian Blind Hockey

31 Division Attended the Emery Village Santa Claus Parade, Culminating in a Heartwarming Gesture at Strathburn Park

On a crisp Friday last week, officers from 31 Division had the delightful opportunity to participate in the much-anticipated Emery Village Santa Claus Parade. The procession, brimming with festive spirit and community joy, made its way through the local streets, eventually concluding at the scenic Strathburn Park. This annual parade, a highlight of the holiday season, brought together residents and visitors alike in a colorful celebration of cheer and goodwill.

In a particularly touching and compassionate moment, the parade made a special detour to honor a beloved community member who is in palliative care. In this heartfelt gesture, the magic of the parade was brought directly to her, symbolizing the community's support and care for its members in all walks of life.

31 Division NCOs Collaborate with TCHC at Jane & Finch Boys and Girls Club, Future Artists in the Making at BGC St. Alban's Club After School Program

In an inspiring collaboration, the Neighbourhood Community Officers (NCOs) of 31 Division teamed up with Toronto Community Housing Corporation (TCHC) to support the after school program at the Jane & Finch Boys and Girls Club . This joint effort led to an extraordinary encounter with young, budding artists at the BGC St. Alban's Club , showcasing a hive of creativity and talent.

The program provided a vibrant and nurturing environment where children could explore their artistic abilities and express themselves freely. It was a delightful experience to witness these young minds at work, their hands skillfully bringing to life an array of artworks, from imaginative paintings to intricate drawings.

Hate Motivated Crime

WHAT YOU NEED TO KNOW ABOUT HATE CRIME

Hate crime is a learned behaviour that, when committed against a person or property that is based upon the victim’s race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation, or any other similar factor, is a criminal offence.

The Criminal Code of Canada recognizes two types of hate propaganda:

1. Advocating Genocide:

Genocide is the intent to destroy in whole or in part, any identifiable group that is distinguished by colour, race, religion or ethnic origin. This offence is committed when someone supports or promotes genocide. Specifically:

killing members of the group;
deliberately inflicting on the group conditions of life calculated to bring out its physical destruction

2. Public Incitement of Hatred

This offence is committed when a person communicates statements in a public place, and incites hatred against an identifiable group that is likely to lead to a breach of the peace.

This offence is also committed when someone communicates statements, other than in a private conversation, that wilfully promotes hatred against any identifiable group.

“Communication” includes: words spoken, recorded electronically or otherwise, gestures, signs or other visible representations.

Hate mongers frequently use graffiti as a form of communication. This is particularly true when directed against a place of worship associated with an identifiable group.

KEEPING YOUR NEIGHBOURHOOD FREE OF HATE GRAFFITI

While it is extremely difficult to proactively address the root causes of hate motivated crime, hate crime can be kept in check if you report hate related graffiti such as a swastikas, derogatory terms and/or KKK references that you see on public property (underpasses, soundwalls, park property etc.).

Report all hate related graffiti on public property to 3-1-1 to facilitate its immediate removal.

PROTECTING YOUR BUILDINGS AND/OR PLACES OF WORSHIP FROM HATE RELATED CRIME

Do not make it easy for hate mongers to access your building(s) or property. Keep doors locked except when in active use.

Reduce the potential for hate graffiti by establishing a buffer planting around exposed walls. Carefully select low maintenance plant material that will not restrict lines of sight to vulnerable windows or doors.

Consider adding motion activated lights and closed circuit television cameras (cctv) to highlight and record activity on your property particularly at night. Strategically install colourful cctv signage that includes an image (depiction) of a camera posted at all entry points onto the property.

OTHER HELPFUL TIPS

Be mindful of the example that you set for yourself and others, particularly children.
Monitor your child’s activities while on the internet.
Use exposure to racist news and/or other events as teachable moment when your child is exposed to it. Remember that no child was born a racist - it is learned.

Stay calm
Keep all relevant material/record all information regarding the incident
Call Police immediately! It is essential that you report, to break the cycle of hate.

The Chief's Gala stands as a high-profile, grand affair, drawing in over 1,400 distinguished guests annually. This gathering includes prominent police chiefs and senior police leaders from various corners of the province, alongside notable figures from all levels of government and esteemed members of the business community. What Is Human Trafficking?

Human Trafficking is the forced exploitation of another person typically for sexual purposes. Human traffickers seek out young, particularly high school aged, teens who they groom and exercise control over by a variety of means including deception, threats, manipulation and violence.

Human trafficking is highly profitable activity that often involves gang members.

What Every Teen And Parent Should Know About Human Trafficking

Why is Human Trafficking a concern to you?

Human traffickers are in every community and prey upon the young people who live there. The vast majority of human traffickers were raised in our communities and operate at the local level.

What can be done to prevent Human Trafficking?

While human trafficking itself is an exceptionally serious and persistent problem, you can protect yourself by learning about the tactics used by human traffickers and watching for the warning signs.

Who is vulnerable to being targeted by human traffickers?

Human traffickers typically target females between the ages of twelve and twenty-two, who are vulnerable due to low self-esteem, poverty, mental health issues, previous trauma, family instability and drug or alcohol issues, some of which are introduced by the human trafficker. Most human trafficking victims are indoctrinated into the trade by age fourteen, so early education, vigilance and/or monitoring are the key to its prevention.

Where do they look for victims?

Human traffickers favour recruiting their victims online or through social media and at parties, shopping malls, bus stops, youth centres and social events; in other words, where you’re likely to be. Human traffickers also prey upon people who can be found in group homes, adult entertainment establishments and may resort to help from other young women who appear to be like you.

What are the signs that someone you have come in contact with may be involved in Human Trafficking?

Young girls who appear submissive, afraid and/or non-talkative
Young girls who have no identification or it is held by a male or female companion
Young girls who identify their male companion as a boyfriend, yet know little about them
Lack of knowledge as to destination, accommodations and purpose for travel
Travel destinations that are remote or non-tourist oriented such as the oil sands

How do they exercise control over you?

Human traffickers use a variety of techniques and practices to ensnare their victims prior to isolating them. This includes:

Addiction Traffickers who gain control over the victim through the exposure to narcotics
Romance & Friendship Traffickers who, as the name implies, use romance and friendship at the beginning to “groom”, then gain power over the victim. The “pimp” and victim, in this type of relationship may present themselves as a couple and often live together
Intimidation Traffickers who use violence, typically in the form of frequent and escalating beatings, to obtain power and control

Once a trafficker has ensnared their victim, they will limit the contact that they have with family and friends by listening to their phone calls, reading text messages and removing them from social media.

What are the signs that someone you know or love may be involved in Human Trafficking?

Isolation from family and friends and becoming more secretive
Change in attitude (mood swings), dress style and friends
Underweight or malnourished appearance or binge eating
Possession of expensive clothing, multiple phones, jewellery and access to high end vehicles with no visible means of support
Large age gap between male “boyfriend” and female victim
Inappropriate conversations of a sexual nature and/or beauty treatments
Excessive activity on social media
Possession of fraudulent identification, hotel “keys”, prepaid charge cards, excessive sexual paraphernalia and debt lists
The appearance of a tattoo with their new “boyfriend’s” name
Unexplained cuts or bruises

Tips For Parents

Be sure to have regular conversations with your child about school, their friends, particularly new ones and monitor their social media and internet use.

Make sure that you know where your child is when they are away from home.

On the sunny Sunday of September 10, 2023, the dedicated officers of 31 Division, both NCOs and CPLC members, enthusiastically took part in the Back to School BBQ event hosted by MPP Michael Kerzner at Roding Park.

The event proved to be an outstanding success, drawing numerous community members who relished delicious hamburgers, hotdogs, and cotton candy, while most importantly, enjoying a fantastic time.

The Neighbourhood Community Officers and CPLC Teams from both 31 and 32 Division joined forces to attend the inaugural Back to School Barbecue, hosted by the Solicitor General, @mppkerzner, at Roding Park. It was a day filled with joy, made even more special by the presence of the TPS' Mounted Unit and the delightful Dandy, along with her handler Roman, who brought smiles to all the children in attendance. A heartfelt thank you goes out to the incredible staff and volunteers whose efforts made this event truly spectacular.

8th Annual Charity Golf Tournament

On September 7, 2023, the 8th annual charity golf tournament was hosted by the East Asian Internal Support Network (EA-ISN) and the 31 Division Community Policing Liaison Committee (CPLC) at the Upper Unionville Golf Club.

The purpose of this event was to raise funds for three important causes: the SickKids Foundation, the S.E.A.S. Centre of Toronto, and the CPLC Student Leadership Bursary Awards program at 31 Division. Additionally, it aimed to foster community engagement between the police and the public.

We are thrilled to announce that the event was a resounding success, generating $15,000 in support of our Student Leadership Bursary Awards program. By providing support, guidance, and opportunities, The Skills Trade Development Program aims to support justice-involved individuals with finding a meaningful careers to ensure successful re-entry into the community and to prevent recidivism.

Finding employment is one of the most significant challenges faced by justice-involved individuals, but it is also one of the most important steps towards successful re-entry. Our goal is to empower the individuals in our program to be independent, financially stable, and engaged with the community through meaningful employment.

Applicant requirements

Applicants must:

Want to begin an exciting career in the skilled trades
Be 18 to 29 years old
Have completed grade 10 education
Be a resident of Ontario, living in the Greater Toronto Area and have the ability to travel within the GTA
Be a justice-involved individual (someone who has had interactions with the criminal justice system as an accused person, including those who have been convicted of an criminal offence)
Have higher elevated risk factors in becoming criminally involved

The event's diverse range of industries represented, including construction skilled labor, law enforcement, the film industry, and healthcare, provided attendees with a comprehensive view of potential career opportunities.

By showcasing different career options, we have empowered young individuals to make informed decisions about their future paths. The construction skilled labor sector likely exposed attendees to the hands-on nature of the industry, highlighting the importance of craftsmanship and technical skills. Law enforcement likely provided insights into public safety and the various roles within this field, fostering an understanding of community service. Their answers may surprise you. Grade 6 kids were asked to build what they would like to see in their community. Their answers varied of course, and some may have an impact on you.

These kids built everything from a zoo, a beach, recreational vehicles and properties - to a bomb shelter for safety, a jail for the bad people, affordable housing that is actually nice (because what is cheap isn't nice to live in, what is nice isn't cheap).

Vehicle theft has increased significantly in the GT A recently

Reporting a stolen vehicle

Provide the following vehicle information:

• Make, model, year and colour(s)

• License plate number

• Vehicle Identification Number (VIN)

• Description of any unique markings (ex. dents, scratches, stickers, etc.)

• Serial numbers of any special equipment

If your vehicle ignition was tampered with, it is considered an attempted theft of vehicle.

Please call our non-emergency line at 416-808-2222 to report the incident.

Was your vehicle broken into?

If property was stolen from your vehicle, go on line and visit the link below and file a Theft From Vehicle Under $5,000 report. If the value of the loss is greater than $5,000, call police.

Include the following information in your report ( answer the five W's ):

A detailed description of what happened, including a suspect description, if available
The date and time you believe it occurred
The address where the theft occurred, plus any relevant site details where the vehicle was parked (ex. parking spot number; parking/underground garage; driveway; or garage)
The point of entry to your vehicle
A detailed description of the stolen property including serial numbers (if applicable)
Include whether video surveillance cameras were present at the scene

What can you do to reduce the risk of vehicle theft?

ALWAYS

Lock your vehicle
Park in a garage when possible
Use a Faraday bag or box to store your keys
Consider a steering wheel locking device, vehicle tracking system, mobile tracking tags, OBD port lock or an ignition kill switch
Park in well-lit areas
When parking, turn wheels towards the curb - makes it harder to tow

NEVER

Leave your vehicle running and unattended
Leave your keys in the ignition
Leave original ownership or insurance cards in the vehicle
Hide a spare key in your vehicle
Leave valuable items visible in your vehicle

By implementing these precautions you can reduce the risk of theft to your vehicle

31 Division NCOs hosted there first ‘ Word to the Wise ’ information session at 35 Shoreham Drive (Black Creek) and 7 & 11 Arleta Avenue (Glenfield-Jane Heights).

These monthly sessions will focus on crimes that target our senior communities such as phone/internet scams, frauds, elder abuse, home unit takeovers, and many others. The program aims to assist in the reduction of crimes that target our vulnerable seniors. It also connects our neighbourhood seniors to their NCOs to express any of their concerns and questions to the material presented.

The progr am is being supported by the Toronto Crime Stoppers Unit @torontocrimestoppers , Danny Durante’s No Frills @nofrillsjnf , Tim Hortons (Keele & The Pond) @timhortons , TCHC Neighbourhood Special Constables @tch_community_safety_unit and the Toronto Seniors Housing Service Coordinators.

Make Your Future is Back

We’re excited to share that our Make Your Future (MYF) program is back and scheduled for May 9, 2023. Started in 2018, MYF works to inspire and inform youth, showing them the different opportunities and career paths available to them on their journey to success.

At MYF, students will find a broad coalition of employers, including public and private companies, unions, post-secondary education, trade schools, military, entrepreneurs, and more. During the pandemic, with the shift away from in-person events due to COVID-19, MYF pivoted their approach to virtual sessions.

Our goal

Equip students with the tools and opportunities to help them in the job market
Connect them with professionals from their chosen career field
Secure internships, provide training or job opportunities for students
Provide career information to help students with their career path

MYF strives to make an impact by reaching youth at a critical point in their lives, showing them that the choices they make today will affect the life they live tomorrow. The ultimate goal is to help support disadvantaged youth, giving them an opportunity to break the cycle of poverty, graduate from school or have proper training and attain meaningful quality employment.

The ProAction Cops and Kids have sponsored a Cultural and Entrepreneurship Program that has two streams: Music and Beauty.

Tonight one of the Neighbourhood Community Officers went hands-on and helped apply makeup. The girls were able to experiment on one another using their new eyeshadow palette, brush set, and bronzers. The James Cardinal McGuigan girls had a fantastic time and were all smiles. The Music program was a great conversation on getting your music out in front of a variety of audiences. I may be a victim of fraud. What should I do?

If you think you may be a victim of a fraud, there are some key steps you should take immediately to reduce your risk of losing more money, and to avoid being scammed again.

Engage416/31 Division Youth Robotics Pilot Program

OUR MISSION

The mission statement of the Integrated Gang Prevention Task Force (IGPTF) is to reduce gang violence and membership through a multi-sectoral approach focused on education, prevention, intervention and suppression initiatives in partnership with impacted stakeholders. The efforts of the IGPTF have led to the creation of Project Engage416.

Project Engage416 is an expansion of the Toronto Police Service’s greater gang prevention and violence reduction strategy. The strategy is focused on implementing appropriate education, prevention, intervention, and suppression strategies and initiatives focused on the reduction of guns and gangs, human trafficking, and sexual violence and harassment.

In light of the rising incidents of gun violence in the City of Toronto, the proposed Engage416/31 Division Youth Robotics Pilot Program aim is to inspire youth to engage in “STEM” science, technology, engineering and mathematics through Robotics. Our current identified communities have many overlapping supports for a variety of sports; however, this has left a great void in addressing youth that are not athletically inclined. The Engage416/31 Division Youth Robotics Pilot Program will utilize the core strategies adopted by Engage416 to engage the community and provide youth with opportunities outside of their neighbourhood. We seek to imprint on youth and inspire new possibilities for their future before any trappings of gang culture can take hold in their lives, and to identify existing challenges within the community and appropriate strategies to address them.

MISSION OBJECTIVE

To organize and host a Robotics program for at-risk youth from the violence and gang-impacted neighbourhoods associated to project Engage416. Ten youth from various neighbourhoods will be brought together to participate one day a week, on Mondays for 2 hours for 14 weeks. The instruction and training will be provided by “Senior Mentors” of the FIRST Robotics Canada organization with the assistance of Youth Association for Academics, Athletics, and Character Education “Y.A.A.A.C.E.” employees, Engage416 Officers and 31 Division Neighbourhood Community Officers “NCOs”. Each class will include a robotics educational component delivered to the youth. Tools and equipment necessary for the program will be provided to youth participants at no cost. During each class session, FIRST Robotics Canada will provide information regarding employment opportunities in the robotics industry.

Youth participants will be offered the opportunity to become “Jr. Mentors” on completion of the program, along with the option to continue learning in Robotics in the higher-level stages of programs that exist nationally and internationally with FIRST Robotics Canada. Wrap-around services generally offered by Engage416 will be provided to youth participants ranging from employment assistance, educational supports, and mental health resources.

Year-end Soccer Tournament at CW Jefferys Collegiate Institute

31 Division NCOs were invited by Dae-Gun Kim, a Pastor for the Yorkwoods Community Church to attend his year ending Soccer Tournament being held at the CW Jefferys Collegiate Institute.

Mr. Kim has been in partnership with the Salvation Army for the past few years, growing his soccer program to approximately 50 children aged 5 to 13. At the end of their final meet of 2022, participating children were presented with Christmas gifts and a raffle giving them a chance to win even more prizes.

Kim’s vision is to incorporate multiple sports and education programs to reach more teenage/young adults in the Community.

Traffic stop on 401 leads to dozens of vehicle theft charges

Four people from the Montreal area are facing dozens of criminal charges linked to vehicle thefts, Ontario Provincial Police said Monday.

OPP officers pulled over two vehicles on Highway 401 eastbound near the Thousand Islands Bridge Sunday morning because of a traffic offence. According to an OPP news release, one of the vehicles had been reported stolen.

Three people between the ages of 19 and 21, all from Montreal, and a 31-year-old from Laval, Que. are each facing a slew of charges, some of which include theft of a motor vehicle, possession of break-in instruments, possessing automobile master key, mischief to computer data and possession of an imitation weapon for a dangerous purpose.

Accused are Kevin Cesar, 21, Iverson Brisson, 20, and Abelina Alceus Villegas, 19. Cesar is also charged with breach of probation and driving without a licence, among other offences and Alceus Villegas is facing a charge of obstructing a peace officer.

Colbert Aluc, 31, of Laval is also facing several charges including theft of a motor vehicle and mischief to computer data.

High-end vehicles with proximity keys are popular targets for thieves . Technology exists to copy or exploit the data that links the owner’s key to the vehicle, allowing thieves to simply unlock and start the car themselves. Police claim these thefts can take place in less than a minute.

Ottawa police said Monday that a man was hurt after confronting two would-be thieves who were trying to steal his SUV in a mall parking lot this weekend. Police have claimed that more than 1,000 vehicles have been reported stolen in Ottawa so far this year, including nearly 200 in November alone.

OPP said the four accused in this case have been held for bail hearings.

Buying and selling items online can save you time and make you money but there are ways to make it a safer experience. Here are some tips to help you stay safe when buying or selling items on online marketplaces.

Online Purchase Safety Tips

Conduct your transaction in person in a public place that is well populate and equipped with cameras.
Last minute changes to meeting arrangements is a red flag.
Never go to a buyer or sell something alone. Also no vehicle license plate numbers.
Safety in numbers.
Safest payment options are cash or E-transfers

Buyers

Inspect items before purchase.
Never provide a deposit for something that you have not seen in person.
If you locate property being sold that you believe to be stolen, call police at 416-808-2222 .

Sellers

Never deposit a check for more than the asking price and provide change if the check is fraudulent you will be out your item and the money.

to attend a ‘Girls Workshop/Basketball Event’ being held at the Toronto Police College.

Youths were provided a breakfast and lunch while participating in workshops and presentations by members of the Human Trafficking Unit (open forum discussing dangers experienced by women), TTC Special Constables @ttc_ceu_scs , and the AECON Group Inc. @aecongroupinc ,who discussed what a career in their respective field entails.

After lunch a Basketball Camp was held in the gymnasium where the girls worked on skills and had a mini tournament.

The day ended with a workshop put on by members of ‘Give & Grow’ @thegiveandgrow and ‘Patchwork Collections’, creating a safe space for self-discovery and creativity.

This year, Humaniti is once again partnering with York Regional Police, Peel Regional Police, and Toronto Police Services to deliver kindness and smiles.

World Kindness Day is the perfect opportunity to use our project, Share A Meal, to engage with our community and emphasize the importance of kindness in tackling food insecurity. Haunted Halloween Bus Tour

Vehicle crime can happen to anyone.

Any vehicle is susceptible.

By taking simple precautions, you can dramatically reduce the risk of vehicle theft or loss of property from vehicle.

AUTO SAFETY STARTS WITH YOU!

WHY VEHICLES ARE STOLEN

To sell the vehicle or parts - Often thieves will take your car out of the province or country. Identification numbers may be altered or removed, ownership certificates forged, parts sold or the vehicle repainted.
For transportation - Thieves will use your vehicle to get where they want to go and later abandon the vehicle. They may just drive it around to gain 'status' with their friends.
To commit other crimes - Vehicles are stolen and used in other crimes such as robberies, break and enters, drug dealing or drive-by shootings. For vehicle cloning -Vehicles are stolen, given a fraudulent identification number and then sold to unsuspecting persons who are defrauded of their money. Fraudulent vehicles will be located and seized by the Police.

HOW TO REDUCE THE RISK OF VEHICLE THEFT

When parking your vehicle :

Never leave a vehicle parked and running when you run an errand-even for a minute
Always, remove the keys and take them with you
Park in a well-lit, attended area if possible
Completely close and lock doors and windows
Turn your wheels towards the curb to make it harder to tow

When at home:

If you have a garage, use and lock it
Install a motion sensor light to light up your vehicles and garage
If you have a rear-wheel drive car, back into driveway
If you have a front-wheel drive car, park front end first
Always set the emergency brake
Don't leave the original ownership or insurance cards in the vehicle when unattended - make a photocopy of both sides of the documents to leave in your vehicle
Drop business cards or address labels inside doors to assist with vehicle identification

Other important tips:

Never hide a spare key in the vehicle, thieves know where to look
Be aware of your surroundings and drive with your doors locked
Be aware when purchasing a vehicle. If the deal sounds too good to be true ... it probably is a scam!

PREVENTING THEFT FROM YOUR VEHICLE

Never leave ANYTHING on display when you leave your vehicle. This includes purses left in the front seat when pumping gas and power chords to run and charge devices as these may attract thieves to your vehicle.
Consider an alarm - Consider installing an alarm if you regularly leave your vehicle in accessible unattended places such as a parking garage or a commuter parking lot. Remember to always take anti-theft precautions, regardless of whether you have an alarm as an alarm can only be expected to improve your chances of not being a victim.
Tips when parking your vehicle:
Remove any item that you do not want to lose from your vehicle as hiding them only discourages theft - REMEMBER, they CAN'T steal what's not there!
Lock all parcels and shopping bags in the trunk of your vehicle.

INVEST IN VEHICLE PROTECTION IF POSSIBLE

Have an Ignition Kill Switch installed - The ignition kill switch will prevent your vehicle from starting without it being turned on. As only you will know its hidden location, it is a good deterrent against thieves. In the event that you have this switch installed, contact your insurer and ask for a discount.
Window Etchings - Have your vehicle's windows etched with your Vehicle Identification Number. This is a visual deterrent that is costly for thieves to change.
Visible Steering Wheel Lock - A visual deterrent to a thief.
Consider installing a Vehicle Tracking Systems -A vehicle tracking system uses GPS technology to locate and track your vehicle.

IF YOUR VEHICLE IS STOLEN:

Report the theft to the Police immediately. -

You should be ready to report the following vehicle information:

Year and make, model, colour(s)
Licence number
Vehicle Identification Number (VIN)
Serial numbers of all special equipment
Special markings - dents, scratches, other damage etc.

7th Annual EA-ISN and 31 Division CPLC Charity Golf Tournament

The East Asian Internal Support Network (EA-ISN) and 31 Division Community Policing Liaison Committee (CPLC), held it's 7th annual charity golf tournament on Thursday, September 8 ^th , 2022, at the Upper Unionville Golf Club located at 11207 Kennedy Road, Markham.

This year we be raised funds to support the Kidney Foundation of Canada and the CPLC Student Leadership Bursary Awards program.

We raised

for the Student Leadership Bursary

Awards program.

31 Division CPLC identified youth education and employment as one of their main service priorities. One challenge facing our youth today is their lack of marketable skills for sustainable employment. Recognizing this challenge, the CPLC has established Student Leadership Bursary Awards to assist post-secondary students achieve marketable skills through further education and apprenticeship programs.

2nd Annual One Link Unity Back to School Basketball Tournament

On Saturday August 27, 2022, 31 Division NCOs from Black Creek and Glen-Field Jane heights attended the 2nd Annual One link Unity back to school Basketball Tournament on Saturday. The full day event included a backpack giveaway, face painting, bouncy castles, games for children, bbq and a raffle for prizes.

The 2nd annul event was a great success with many new connections made within the neighbourhood by NCOs. Big Congrats to the organizers and partners for the huge turnout!

1677 Wilson Avenue Shelter Community Meeting

On Monday August 22, 2022, 31 Division CPLC held a community meeting regarding the ongoing safety concerns relating to the 1677 Wilson Avenue shelter. We had representation from the Provincial Government, Hon. Michael A. Tibollo, Associate Minister of Mental Health and Addictions, MPP Tom Rakocevic, Toronto Police Service, City of Toronto counsellors James Pasternak and Anthony Perruzza, Christopher Mammoliti, TDSB Trustee, Shelter Support and Housing Administration (SSHA), Emery Village BIA, and other community organizations and residents.

The surrounding community has experienced a greater increases in crime and disorder due to the shelter's residents.

The 1677 Wilson Ave. shelter has drastically decreased the quality of life in the surrounding area due to: drug dealing, crime, and disorderly behaviours that the shelter has attracted. Longtime residents can no longer walk safely in their own community. Parents are hesitant to let their children play in the streets or at the local parks out of concern for their children's safety and hazards posed by discarded syringes and crack pipes. The shelter and the problems it attracts have also hurt the local business community.

The community has banded together and is actively seeking the decommissioning or its relocating immediately.

The majority of the residence in the 1677 Wilson Ave. shelter have substance abuse and mental health challenges. The shelter’s harm reduction program provides sterile, single-use injection and inhalation supplies and safe disposal of used drug paraphernalia:

needles and syringes
sterile water
alcohol swabs
tourniquets
filters
acidifiers
cookers

Although SSHA has staff walking through the community looking to recover these items, many are found throughout the community including, schools, business, and private residents.

The shelter does not supply any drugs/narcotics to the residence as part of the harm reduction program. Unfortunately it seems drug dealers and criminals have filled that void.

The City has been using 1677 Wilson Avenue to accommodate people experiencing homelessness since 2016.

In March 2020, the 1677 Wilson Avenue location was converted to a temporary shelter serving primarily singles and couples as part of the City’s COVID-19 response. This service is operated by the Shelter, Support and Housing Administration (SSHA) Division at the City of Toronto. The site is available for use until the RFP end date in August 2024.

The community submitted a series of questions to the Shelter, Support & Housing Administration. Below are the questions and answers.

Q1: How many clients are at the shelter?

A1: There are 190 rooms at 1677 Wilson Avenue with about 207 adult clients (some rooms have couples).

Q2: Is there a treatment program for clients with drug addiction or mental health issues?

A2: 1677 Wilson Avenue is a shelter for people experiencing homelessness, it is not a rehabilitation facility, safe injection site or in-treatment facility. Toronto Shelters abide by a harm reduction approach to support shelter clients who use drugs.

Harm reduction is one of the central components of the Toronto Drug Strategy , and a mandatory public health program under Ontario’s Health Protection and Promotion Act. Harm reduction is an evidence-based, public health approach. It aims to reduce the negative health, social, and legal outcomes associated with substance use and substance use policy, for individuals and communities. Harm Reduction is also an approach that aims to reduce drug-related harm experienced by individuals and communities without necessarily reducing the consumption of drugs.

Programming at 1677 Wilson Avenue is developed in response to the needs of people residing at the shelter. Community partners that support physical and mental health needs of vulnerable persons continue to provide services to the residents on-site. This includes:

Nursing, physicians and psychiatry – Inner City Health Associates (ICHA)
On-site vaccination clinics and COVID-19 testing
Harm reduction supports – through The Works, LAMP Community Health Centre
Multi-Disciplinary Outreach Team (M-DOT) – mental health services
Referrals to Humber River Hospital- Chemical Dependency Program

With COVID-19 precautions still in place at many shelters, this has impacted many of the recreational activities and programming currently available throughout the shelter system.

Gaps in other service systems are key contributors to homelessness, particularly health, including mental health, and access to harm reduction supports and substance use treatment. We know from the 2021 Street Needs Assessment ( a survey of people experiencing homelessness) that One-third of respondents who were not currently in treatment for a substance use issue expressed interest in accessing treatment, which is administered by the Province of Ontario. Q3: What are the exact details of the treatment program for clients with drug addiction or mental health issues? What does this kit look like that contains needles and purple tourniquets?

A3: As mentioned, 1677 Wilson Avenue is not a treatment program. The shelter doesn’t provide safe supply of drugs on site. Clients seek the medical care they seek from the supports available, nursing, doctor, psychiatry, pharmacists etc. The supplies for the harm reductions kits are provided by Toronto Public Health and shared with people who ask for it at the shelter and the following local agencies:

Q4: What is the length of the treatment program? How many clients are receiving treatment?

A4: As stated, this is not a treatment facility. Medical services and support are available to all shelter residents / clients their uptake and use is up to clients.

The City continues to work closely with every shelter program to ensure harm reduction services are offered to clients, in line with its June 2021, harm reduction recent directive. This includes plans for overdose prevention and response that may include other types of peer witnessing programs (i.e. where residents consume drugs in the company of an appointed staff person or peer), as well as wellness checks. All staff must also undergo mandatory training on drug use, harm reduction and overdose prevention and response, and all sites must provide access to on-site harm reduction supplies, including naloxone.

Q5: Who is responsible for shelter clients and “guests” when off shelter property?

A5: Guests are not allowed into the shelter. Only staff, service providers and shelter clients are allowed into the building.

Q6: Who is responsible for clients when they are consuming drugs on shelter property in public?

A6: If shelter clients are consuming on shelter property they will approach client and encourage them to move inside.

Q7: Who is responsible for the disposal of garbage and tents?

A7: 311 is the appropriate place to send these requests. Garbage, including discarded harm reduction equipment, or tents that are not being lived in, is cleaned up based on where it lies. On private property, it is up to the property owner to clean the area. On City of Toronto Property, it is up to either Parks Forestry and Recreation, Transportation Service and / or Solid Waste Management Services to address the issue. A description of the debris and a very specific description of where the debris is found is helpful for 311 staff to accurately route the appropriate cleaning service.

Please report tents to 311 as well. Reported tents are investigated to see if they are occupied. If they are occupied, outreach services are engaged to offer those living in the tent(s) a safer indoor space with supports. If they are unoccupied, over the course of several days City staff will continue to investigate to ensure that the belongings are in fact abandoned. If the tent becomes unoccupied based on a referral to a safer indoor space with supports, or due to it being abandoned, the City will clean up afterwards.

Q8: Who is responsible to remove non-shelter residents off the property? How is this currently being facilitated?

A8: Non-shelter residents are asked to leave the property by staff that are on site. The Security staff in place are there to support shelter staff. If the people refuse to leave staff then call TPS for support to remove the person from the premises. If they are seeking shelters, staff assist the individual to contact central intake for a referral to bed in the system or transportation to a drop in centre nearby where they can continue to wait for a referral if immediate placement is not possible. Staff also are in contact with Streets to Homes to request support for those who remain outside/ in nearby encampments.

Q9: What is the cost per unit to the city? What is the cost per client to the city?

A9: Shelters are not a permanent solution to homelessness, housing is. In December 2020 City Council direct a shift from investment in new emergency shelter programs to more sustainable long-term solutions to the homelessness through the provision of permanent affordable and supportive housing. This pivot is well underway and what services are in place now are the COVID-19 expanded sites opened in 2020 the Council-approved transition plan is underway which involved extending leases until April 2023, maintaining operations at RFP sites like 1677 Wilson Avenue through the contract entirety into 2024 while decommissioning up to five lease sites in 2022 while moving people to housing or other shelter space.

The cost to provide service in a shelter per client is $240 per day – this includes, meals, operations and support services.

Q10: How many Shelter, Support & Housing staff are on-site at the shelter? What is their work schedule?

A10: Staff are on-site 24/7 days a week The number of staff on shift vary according to shift and range from 25-35 on days and afternoons, to 15-20 overnight.

Staffing levels are affected by recruitment pressures, availability of coverage, absenteeism related to COVID and factors.The city is actively hiring to ensure that there are adequate staff to support the shelter system. Shifts operate 24-7 and vary by role between 8 and 12 hours Other workers onsite include: Hotel staff, cleaning staff, Hotel operations staff, dietary, and maintenance, Intercity health associates clinical staff, harm reduction workers including peer workers Security roles are in addition to the numbers provided above.

Q11: How many Security personnel are on site? What are their work hours?

A11: There are five security guards on site 24/7. The guards support safe shelter operations on site and staff. They are not responsible to apprehend or remove individuals who are trespassing on the property. Emergency services are engaged address external threats to resident and staff safety. All staff are trained on de-escalation, conflict resolution and crisis prevention, intervention and management. The following safety measures are in place at 1677 Wilson Avenue to support the residents and community:

A community safety ambassador (CSA) has been present on the premises to:
establish healthy relations and lines of communications with shelter residents while assisting shelter staff when required to ensure that all residents comply with Toronto Shelter Standards
help in response to drug paraphernalia collection, alerting of an overdose and other community issues or concerns
respond to immediate non-police or non-EMS related matters and also patrol “hotspots” identified by the community
The Community Safety Ambassador route is varied based on changed in activity.
Starting the week of August 29, the Community Safety Ambassadors will be on shift 24/7, as noted on August 22, through CLC meetings and provider meetings the routes these team take will be updated based on feedback to City staff.
On-site security teams stationed at the South and North Towers 24/7 and patrol at each entrance, hotel parking lot and exit doors
Patrols throughout the building are conducted every 30-60 minutes, checking stairways and emergency exists
Security also checks fire safety equipment to ensure it has not been vandalized
In response to recent concerns raised about behaviours of non-shelter clients around the shelter site, over the next 60 days, SSHA has requested periodic Paid Duty Officer shifts with TPS, paid duty office.

The City beautified the front space to make it more appealing for the community, while also renewing and upgrading the inner courtyard of the building to provide outdoor space for shelter residents. In addition, the courtyard will include a community garden for shelter residents, seating and tables. In addition, the City added increased seating at the rear of the building. Staff work to encourage shelter residents to congregate in the courtyard area and rear of building instead of gathering on public walk ways and at the front of the building.

People using shelter services are equal residents of the city. They can move around communities and use amenities such as parks and public benches. And like all residents, shelter residents are also expected to conduct themselves according to the rules/laws and by-laws. Shelter residents attend regular shelter/program meetings where any issues with rights and responsibilities are routinely discussed.

Q12: What are the Support & Housing staff’s responsibilities on the shelter property?

A12: Staff at the shelter provide 24/7support to client to meet their daily needs for safety, food, shelter, crisis support, and acute case management needs. We assist residents to access identification, eligible financial benefits and applications to appropriate housing options so they can move from the shelter to permanent housing as soon as possible. We connect residents by referrals to supports outside of the shelter that they can continue to access beyond their emergency stay.

Q13: How many deaths have occurred on the property?

A13: The City releases data on deaths and overdoses quarterly. The details are online here https://www.toronto.ca/city-government/data-research-maps/research-reports/housing-and-homelessness-research-and-reports/overdoses-in-homelessness-services-settings/ and in open data which details some location-by-location information about overdoses.

Across the City of Toronto, since 2018, there have been over 3,796 non-fatal overdoses and 188 fatal overdoses in homelessness service settings.
Non-fatal overdoses have been increasing steadily within shelter settings, going from an average of 26 per month in 2018, to an average of 67 per month in 2020 and an average of 125 per month in 2021. So far in 2022, the data indicates a decrease compared to the past year, with an average of 96 per month.
The true number of overdose incidents in Toronto shelters is likely higher given that paramedics may not be called in every case, in particular, if first responders on site are able to reverse the overdose and support and monitor the individual.
In total, there were 14 overdose deaths in Q2 of 2022 in Toronto shelters. The highest number of overdose deaths in homelessness services settings took place between October and December, 2021, with 23 fatal overdoses occurring in that quarter.

Q14: How many overdoses have occurred on the property?

A14: It should be noted that non-fatal overdoses have been increasing steadily within shelter settings. Overdoses that do not cause death are often the result of the quick action and response of shelter staff intervening to save lives by administering naloxone and calling for emergency services.

Across the Shelter system there have been 29 fatal overdoses. At 1677 Wilson, there were 9, non-fatal overdoses in Q1 2022 and 8, non-fatal overdoses in Q2 2022.

In June 2021, the City launched a toolkit of harm reduction resources for shelters to provide expanded support for overdose prevention. The toolkit included critical improvements to shelter standards, including new training, supplies, dedicated harm reduction workers, grief and loss support and safe spaces.

The City is working with Ontario Health Toronto Region and other partners to implement a shelter health services framework to provide a consistent approach to health services in all shelters, as well as to map harm reduction, mental health and primary health care resources to shelter locations in order to identify resource needs and gaps. Further action is needed and the City is urging the provincial and federal governments to allocate additional funding and to make more long-term investment to address the scale of need for mental health and harm reduction resources across the city.

Brandon Rowe from CityNews stopped by to capture all the exciting initiatives and activities in support of youth and diversity.

This event helps create positive changes in the Jane and Finch community by promoting equality, inclusion, and diversity. The day is centred around an exhibition of foods and music from around the world. By embracing different cultures, Tastes and Sounds helps build a connection and bond between community members.

This is exactly why we started Greenwin Cares in 1999 – to break down barriers and help build real communities. Led by Lily Wong, Greenwin Cares gives us an opportunity to change the narrative and show that - as housing providers - we ARE listening, we DO care, we ARE investing in our people and our communities to create safer, more vibrant, dynamic homes for all people.

At this year’s event, Greenwin Cares and the Toronto Police Services 31 Division CPLC handed out laptops as part of our Laptops for Learning program. Through the program, Greenwin Corp. and community partners are providing youth technology to enrich their lives by offering accessibility to education, a way to stay socially connected, and a means to reach critical services. So far, through Laptops for Learning we have donated over 1,000 computers to children who have expressed a need for one, and we are planning to donate many more.

On Saturday July 2, 2022, at approximately 1:40am, a community member was out for a walk around Westcliffe Rd. and Dana Ave. (Downsview-Roding), where he witnessed a white male walking around a home and approached vehicles which were parked on the driveway. The male was witnessed by the community member attempt to open (break-in) two of the vehicles. He was stopped by the walker and was questioned. The suspect began to walk away. As the suspect walked away, another group of community members, who’s vehicles he broke into were searching for him. They identified the suspect and a foot pursuit began. The suspect was chased towards Jane St. in William Cragg Dr. and apprehended at the Petro Canada where the police were called and he was arrested.

This is a great example of a community rejecting complacency and accepting responsibility for its safety, and working with Toronto Police. It's this type of partnership, the community working side by side with the police that will make the city a safer place.

31 Division Open House 2022

We could not have asked for a better turnout for our event!

On Saturday June 11, 2022, Toronto Police 31 Division Community Police Liaison Committee (CPLC) held its Open House and Student Leadership Award Bursary Ceremony after a two year hiatus due to COVID-19. The event was a great success in part attributable to the attendance of over 500 community members.

The attendees enjoyed bbq, pizza, cookies, music, press-on tattoos, pop-corn, cotton candy, and tours of the police station. They also interacted with the Mounted Unit, Emergency Management and Public Order Unit, Traffic Services, and Court Services.

We had two special guest speakers: Chief James Ramer, and Mayor John Tory who announced the expansion of the Neighbourhood Community Officer (NCOs) program into 13 neighbourhoods.

Our Open House is a special event for our community. It gives the community an opportunity to meet and develop relationships with our officers. We also had representatives from the construction trades attend and give information about employment opportunities.

It was also a time to present our eight Student Leadership Award Bursary recipients who attend secondary schools in 31 Division and were the recipients of a one-time $1,000.00 bursary award toward their post-secondary education tuition fees.

By way of these types of events our officers and CPLC aim to develop and nurture meaningful partnerships with our communities and the Toronto Police Service through trust, transparency, understanding, and shared knowledge, to improve safety and security within our communities.

On average, a car is stolen every 6 minutes in Canada.

Why Auto Theft Is a Serious Threat

Every year, people are injured or die as a result of auto theft. When it's in the hands of a thief, a stolen car is like a loaded gun. Vehicle thieves have absolutely no regard for public safety and the rules of the road.

Auto theft is not a victimless crime or just a property crime. Auto theft costs all Canadians millions per year, if one considers health care, court, policing, legal and out-of-pocket costs such as deductibles. Each year, IBC publishes a list of the Top 10 Most Stolen Cars – see if your car is a potential target.

Fighting Crime Involves Many Partners

Auto theft defies all boundaries – jurisdictional, political, geographical and administrative. It is more than just an insurance crime or a policing problem.

The fight against auto theft requires the cooperation and involvement of many partners. It starts with automobile owners and includes the law enforcement community, automobile manufacturers, dealers of new and used cars, salvage operators, car repairers, automobile insurers, theft deterrent system manufacturers and installers, licensing and customs authorities, and the judicial system.

Tips to prevent auto theft

Even with today's tech-savvy thieves, there are a number of steps Canadians can take to help protect themselves from becoming a victim of auto theft.

Don't leave a keyless entry fob in a vehicle or unprotected at the front entrance of your home. Thieves can use wireless transmitters to intercept the signal, giving them access to the vehicle. Consider storing fobs in a protective box or bag that blocks the signal.
Install an immobilizing device which prevents thieves from bypassing the ignition and hot-wiring a vehicle. This can include devices that require wireless ignition authentication or starter, ignition and fuel pump disablers.
Install a tracking device that emits a signal to police or a monitoring station if a vehicle is stolen.
Don't make your vehicle an easy target:
Never leave a vehicle running when unattended.
Lock the doors and close all windows when parked.
Make sure to park in well-lit areas or in the garage.
Use a visible or audible device that shows thieves a vehicle is protected.
Consider using a deterrent like a steering wheel or brake pedal lock.
Don't leave personal information, like insurance and ownership documents, in the glove box when parked.

Gun Seized by Quick Thinking Officers

A pair of officers identified and arrested an armed man after being called to a fight.

On Sunday March 6, officers from 31 Division were called after a fight broke out at 1230 Sheppard Ave. W. near Downsview Park.

Inspector Don Theriault said the first officers on scene, Constables Christopher Frazer and Nathan Duke, scanned the crowd for any dangers as they approached.

“We are one of the busiest divisions for shooting occurrences,” he said. “That exposure gives our officers the experience and ability to approach chaotic scenes with a great deal of confidence and a heightened sense of awareness. It was this awareness that allowed our officers to key in on an individual who was displaying the characteristics of an armed person."

He said the officers then saw the man separate himself from the crowd of people and discard a gun.

"They immediately engaged him, safely placing him under arrest and seizing the gun. Now we have one less gun on the street and that means we stopped a shooting in the future. It’s a team effort and we couldn’t be more proud of our officers.”

The man, who was wearing a ski mask, resisted arrest before being taken into custody.

A semi-automatic gun with a fully loaded magazine was recovered.

Daniel Hauntly, 23, is facing eight charges, including possession of a firearm.

Moving On

As tough as it is, as of this Monday, I will no longer be assigned to 31 Division. My time as a Neighbourhood Community Officer has also come to an end.

My team will continue to work hard to serve you as best as they could. They really do care and are genuine in building relationships. Their focus is your safety and well being and I’m proud to have been part of such an amazing group of people.

I have enjoyed my time here and loved working in the community which has given me so much; the community where I grew up in. The relationships made with the many residents and businesses will continue. My connection to Jane & Finch can never cease.

My advice to the community youth is to stay positive, work hard and make your goals happen! No one can do that for you. But you have to take the first step. That’s the hardest one.

Winter Safe Outdoor Play

Today was the first “Winter Safe Outdoor Play” at Driftwood Court.

Children played without the fear of gun violence. The Neighbourhood went from silence to echos of children’s laughter. Who doesn’t like sledding and hot chocolate?

Their non-stop boots-on-the-ground hard work within the community has allowed the residents and 31 NCOs to really all work together toward the common goal of safety. These gentlemen changed their schedules and came in on days off to ensure the community was never let down. Always out of their cars engaging and genuinely getting to know the people they serve. From the beginning, they solidified the “ Safe Outdoor Play 2021 ” by their commitment to the residents. They brought crafts, games and new ideas to every Safe Play to engage the children during such difficult times due to fears of gang gun violence, isolation and the Covid-19 virus.

Jane Finch Mall Security Personnel Appreciation

Big shout out of appreciation to all the Security personnel from Jane Finch Mall who worked extremely hard to ensure the “Safe Outdoor Play 2021” was a big success.

The event brought the community residents outside to get fresh air, play with their children and socialize. The fear of gang and gun violence is based on reality for children and adults. In addition, there are fears of Covid and restrictions. It’s not difficult to imagine the hardship some residents have been faced with.

When security members learned about the event, the entire team jumped at the opportunity to give to the community. They made sure the residents had an amazing time enjoying the weather, the playground and most importantly the joys of interacting with one another. They understood the effects isolation and being locked indoors have had on everyone’s mental health. They volunteered countless hours, under the sun or rain, serving others. They always made sure everyone was well fed and cared for. The community thanks you and we all know it would not have been what it was without you all. We appreciate you all. Your actions spoke louder than words!

Winter Safety

Be safe this winter and remember the following tips:

Ice is never 100% safe. Conditions are not being monitored and ice may be unsafe.
Keep family and pets away from all bodies of water.
Stay away from frozen reservoirs and ice around dams and channels and avoid all recreational activities in or around water, unless at an officially designated municipal facility fit for that purpose.
Obey any safety signage that has been posted.
If an ice jam is posing an immediate risk to life and property, call 911.

TRCA also reminds residents about safety around dams. Dam operators often lower water levels in reservoirs during winter and spring. Beware of thin ice that may develop due to dam operations. Learn more about dam safety.

Noise Bylaw

The Noise Bylaw provides standards for noise in Toronto. This includes decibel limits and time restrictions for certain types of noise. Use this quick reference to understand the different types of noise regulated by the bylaw. If you wish to review the exact wording in the bylaw, you can find it on the City of Toronto website.

Amplified sound

Amplified sound is generally sound coming from a loudspeaker that amplifies music, voices or other sounds. This can include sounds from night clubs, bars, restaurants,

cafes, patios or concerts:

The bylaw has limits for amplified sound levels, which are measured at the point the sound is heard.
Bylaw Enforcement Officers can measure the sound levels outside or inside your property and determine whether the sound levels are in compliance with regulations.
There are lower sound level limits within an indoor living area and at night.

Construction noise

Clearly audible sound from the operation of equipment used in construction such as erection of new structures, repair, demolition, land clearing, excavating, laying of pipes, application of concrete, installation of equipment etc. are not allowed during prohibited hours:

Construction noise is not allowed from 7 p.m. overnight to 7 a.m. and not until 9 a.m. on Saturdays.
Clearly audible sound is also not allowed all day Sunday and statutory holidays.

Stationary sources

Stationary sources are devices that do not move from place to place. These types of devices include air conditioners, exhaust systems, fans and generators not used for

construction operations. This does not include construction or transportation noise.

Sound levels from stationary sources cannot exceed the sound level limit set in the bylaw or the limit found in provincial noise pollution control guidelines.
This does not apply to sound from a stationary source that is in compliance with a provincial environmental compliance approval.

Unreasonable and persistent noise

Unreasonable noise is any noise that disturbs the peace, comfort or convenience of a reasonable person. Unreasonable noise does not include common household or workplace sounds such as noise from furniture being moved, children playing or people in conversation.

Persistent noise is continuously heard for a period of ten minutes or more or intermittently over a period of one hour or more.

Unreasonable and persistent noise is not allowed at any time.
Noise has to be both unreasonable and persistent to be an offence.

Power devices

Power devices include equipment used to maintain lawns, including chainsaws, lawn mowers, leaf blowers, grass trimmers or other similar equipment. A power device does not include equipment used to remove snow or ice.

Noise is not permitted from 7 p.m. overnight to 7 a.m. and not until 9 a.m. on Saturdays, Sundays and statutory holidays.
These rules do not apply to devices used to maintain golf courses or public parks and to snow removal devices.

Loading and unloading

This includes sounds from loading, unloading, delivering, packing or unpacking any containers, products or materials.

Noise is not permitted from 11 p.m. overnight to 7 a.m. and not until 9 a.m. on Saturdays, Sundays and statutory holidays.

Motor vehicle

This includes automobiles, motorcycles, motor assisted bicycles and other vehicles. The bylaw does not apply to street cars and other specified vehicles.

Clearly audible noise from vehicle repairs, rebuilding, modifying or testing is not permitted from 9 p.m. overnight to 7 a.m. and not until 9 a.m. on Saturdays, Sundays and statutory holidays.
Motorcycle noise cannot exceed the approved standards in the bylaw.
Unnecessary noise, such as engine revving and tire squealing that is clearly audible at the point where the sound is heard, is not permitted.

Noise exempt from the bylaw

Government work and noise due to safety measures are exempt from the bylaw.
Government work is the construction, rehabilitation or maintenance work conducted by the City, Province of Ontario, Government of Canada and any of its agencies or agents.
This applies to the operation of motor vehicles and equipment actually engaged in the government construction work.
Safety measures include bells or sirens operated by police, fire, paramedic services and bells or whistles operated by rail or transit services.

Applying for noise exemption permits

You can apply for a noise exemption permit for any event or activity that may not be able to comply with the noise limitations in the bylaw.
You will need to submit an application form along with supporting documents, at least four weeks in advance.

Submitting noise complaints

If you have a concern, consider speaking with those responsible for making the noise to give them an opportunity to correct the issue.
If this approach does not work, you can call 311 or submit a service request online at toronto.ca/311
Please note that the Municipal Licensing and Standards Division does not respond to demonstrations, noisy parties or noise from people acting disorderly, such as yelling, screaming and fighting. We all want Toronto to be the safest place to live, work and play and to accomplish this, we must continue to work together, as a team, to fight against gang and gun violence. Too many young lives lost and too many families left mourning and in pain after losing a loved one.

Policing can be fun and very rewarding but often times also very painful and traumatic. That also goes for the residents of communities hit with the most gun violence. We see the beauty of community unity but also the pain and suffering many local people experience, including children.

Hitting the Streets of Toronto to Deliver Holiday Meals

Greenwin Corp., Kitchen24, and Call4Kindness, Hit the Streets of Toronto to Deliver Over 1,000 Holiday Meals to People Experiencing Homelessness.

Members of Toronto’s unhoused population will receive a bit of holiday cheer on December 24 ^th courtesy of Kitchen24 , Greenwin Corp. , Call4Kindness , and Toronto Police Services 13 Division and 31 Division’s Community Police Liaison Committee. As part of their ongoing efforts to fight food insecurity, volunteers from these organizations will prepare and deliver over 1,000 meals to high priority areas across the City, including encampments in Moss Park and beneath the Gardiner Expressway.

“Since the beginning of the pandemic, we’ve seen the number of people struggling grow exponentially,” says Steve Kidron, Co-Founder of Kitchen24. “People everywhere are experiencing higher levels of financial constraints, health concerns and food insecurity. This isn’t a homelessness issue, it’s a human issue.”

“In times of great need, it is so important that individuals and organizations step up and support their communities,” adds Mark Tenaglia, a member of TPS 31 Division’s Community Police Liaison Committee. “We are happy to again join Kitchen24 and Greenwin to support the needs of our City.”

According to recent reports from the City of Toronto’s shelter system flow data, over 9,000 individuals were actively experiencing homelessness at the end of November 2021. The demand for shelter services far exceeds the number of beds available, making this population especially vulnerable to food insecurity during the harsh winter months. With the strain on support services further compounded by COVID-19, Kitchen24, Greenwin and TPS are committed to helping make a difference this holiday season.

Combating Food Insecurity this Holiday Season

A recent study from Food Banks Canada suggests more Canadians will face food insecurity in the coming months.

In an effort to support the City’s efforts to combat food insecurity, Kitchen24, Toronto Police Services and Greenwin Corp. have partnered to prepare 15,000 holiday meals for vulnerable populations across the GTA. Meals will given to organizations such as Second Harvest, Food Banks, Tent City, Community Centres to distribute among clients, and community members who have been identified as food insecure.

Kitchen24 , and Kevin Green, Greenwin’s President and CEO, MPP Tom Rakocevic , Councillor Anthony Perruzza , Neighbourhood Community Officers (NCOs) from Divisions 11, 13, 22, 23, 31, 32, 42, Emergency Task Force, 31 Division Community Police Liaison Committee (CPLC), Black Community Consultative Committee (BCCC) , and community volunteers.

“When COVID-19 hit, it became apparent that prepared meals were necessary for people who were facing food insecurity,” said Steve Kidron, Co-Founder at Kitchen24. Kidron was approached by many food banks, politicians and community centres and his operation rose to the occasion.

“Our city is facing an unprecedented volume of need around food,” added Mark Tenaglia of 31 Division’s Community Police Liaison Committee. We hope that this event will raise awareness and inspire more efforts to eradicate food insecurity in Toronto.”

Kitchen24 is an innovative commercial kitchen, ghost kitchen and event rental space. Since the beginning of COVID-19, owner Steve Kidron has prepared and distributed over 400,000 meals to the community .

Important Information for Break and Enter Victims

How to feel safe and secure in your home again.

As a break and enter victim, it is normal to feel less secure about your home. Your concerns about safety and security can be greatly reduced by reading this card and taking the advice before you re-secure your home.

BREAK & ENTER BASICS

Most entries happen during the day when the homeowners are not home. Thieves are attracted to homes that look like the owner is away (papers or snow on the drive, house not lit at night).

WHAT YOU NEED TO DO IN THE NEXT FEW HOURS

It is important that you address and correct anything that may have given the thief the impression that you were away. This includes putting at least one light on a timer which is visible from the front of the house.

Next, it is critical that you IMPROVE your security while making any necessary repairs. For doors, this means installing a good quality, 1 inch dead bolt lock with a 4 hole (or more) “security strike plate” installed with at least 2 ½ inch screws that penetrate the wall studs.

For sliding windows and patio doors this means installing a secondary locking device or placing a stick in the bottom track and in the maintenance gap located on the top of the frame of the sliding part of the window or door. Once this is done, you can reassure your family that the house is now more secure than it was prior to the break-in.

WHAT YOU NEED TO DO IN THE NEXT TWO DAYS

Lock any gates in and around your property
Tell neighbours to watch for suspicious activity
Hide/lock up valuables
Check out sightlines around your property
Remove/reduce overgrown shrubbery in front ofaccessible windows and doors

BEFORE CONSIDERING AN ALARM

Some people feel that alarms will protect them. It is important to remember that most burglaries happen during the day when home owners are away.

If you still want to consider an alarm, have the provider install a bell box with flashing strobe light on a corner of the house that is visible to the street. This will discourage thieves and potentially alert neighbours which may result in a higher priority being assigned to a call.

Delta Bingo & Gaming Centre 31 Division Toy Drive

Food For The Community

Today with the help of 31 Division NCOs and CPLC, Black Community Consultative Committee , Believe to Achieve Organization and Greenwin Corp . We distributed an enormous amount of food which was generously donated by MVR Cash & Carry . The food was given to community groups, men’s shelter, individuals and many families which are experiencing food insecurity.

Food insecurity refers to the inadequate or insecure access to food due to lack of money. It affects almost 1 in 5 Toronto households (18.5 per cent) and is a serious public health issue because it is closely linked to negative health outcomes.

We all need to do our part and help those in need.

Real Talk With Youth

A few days ago we went to have a real chat with a group of amazing teenagers who care about their community and want to make a positive difference in the future by taking action now. They spoke about racism, police reform and what changes they would like to see in policing.

Greenwin Corp. and Toronto Police 31 Division CPLC Kick Off Laptops For Learning

On Saturday, representatives from Greenwin Corp.’s community outreach arm, Greenwin Cares , and the Toronto Police 31 Division Community Police Liaison Committee (TPS 31 Division CPLC) provided 45 high-quality refurbished laptops to students facing challenges with remote learning. The laptops were donated by Toronto-based property manager and developer, Greenwin Corp. , as part of a new joint initiative with TPS 31 Division CPLC, the Laptops for Learning program.

Laptops for Learning was created out of the belief that no child should fall behind on their education because of a lack of resources. With a growing focus on online education due to COVID-19, the goal is to break down technological barriers that contribute to an uneven playing field.

“We are so excited to come together with the TPS 31 Division CPLC and the great people of this community to help support these students on their path to success,” said Kevin Green, President and CEO, Greenwin Corp. “Having a laptop to call their own will give these students the necessary tools they need to get the education they deserve.”

Students were referred to the Laptops for Learning program through the Black Community Consultative Committee (BCCC) , a volunteer-based organization that focuses on strengthening community bonds, providing resources and support to empower the black community to overcome systemic barriers to success.

Delivering Laptops for Learning

31 Neighbourhood Community Officers had the honour of delivering some much needed laptops to community residents who we have come to know.

These laptops were acquired by 31 Division CPLC, with great support from Greenwin Corp ., and represent more than a computer. These laptops assist students with their education, especially those studying remotely from home. They also come at a time when many parents have experienced lay offs due to covid.

These times are extremely difficult but if we all continue to help each other, we can make it better. Small gestures go a long way.

Thanksgiving Meal Preparation

Thank you kitchen24 for inviting us this morning to assist in the preparation of thousands of Thanksgiving meal packages.

We put our food presentation skills to the test, alongside members from the 31 Division Auxiliary, 31 Division CPLC, 13 Division CPLC, Black Community Consultative Committee (BCCC) , @tps13div , staff from Kitchen 24 , and many others.

We spent the remainder of the day delivering these prepared meal packages to families throughout our 31 Division Neighbourhoods.

To date, Kitchen24 have serviced over 40 community organizations and have provided over 30,000 meals to those in need.

There are many vulnerable residents throughout Toronto and surrounding areas that have lost access to social services and basic necessities due to COVID-19. Kitchen24 wants to be part of the solution by using their space, volunteers and resources to bring food to those who need it most.

Since quarantine began, Kitchen24 started making 500-700 cooked meals daily and donating them to nursing homes and shelters throughout our community. Kitchen24 has been making meals daily and continue to serve our community. However, Kitchen24 knows that 500 is not enough. Their facility has the capacity to create more, 24 hours a day, 7 days a week and they plan to keep on going for as long as there are mouths to feed during this pandemic.

Simple Solution to Stall Thieves

With almost 200 vehicles thefts in 31 Division over the summer, mostly among vehicles with keyless ignition systems, police and Toronto Crime Stoppers have teamed up to encourage drivers to use key fob signal blockers.

Project Lockdown is intended to create community awareness of an effective solution to protect and block the signal between their key fob and vehicle.

“This is something that’s simple, but truly innovative,” said Chief James Ramer, of the education initiative. “It is demonstrating how we are using technology to prevent crime and keep our communities safe.”

Keyless ignition systems come with a fob that transmits a unique low-frequency signal to the car's computer system, which then validates that the correct signal has been sent and allows someone to push a button on the dashboard or console to unlock the doors and start the engine.

Thieves exploit this technology by using repeaters at their front door to extract that signal to steal vehicles without ever entering someone’s home.

Placing key fobs in signal blocking or Faraday pouches and boxes is a good habit to get motorists used to, rather than hanging them by a front door.

Constable Lauren Vanspall, of 31 Division, examined the car theft problem from a crime prevention perspective and reached out to Toronto Crime Stoppers who had been promoting the use of signal blockers.

“This is a true example of partnership and it’s addressing a problem that’s of great importance to the community and will really contribute to helping people feel safer,” Chief Ramer said.

Inspector Keith Smith, of 31 Division, said his officers have been proactive in taking steps to address the problem.

“Our Neighbourhood Community Officers are out in the community talking to people and making them aware of the issue and there are patrols in neighbourhoods we have identified through intelligence where autos are being stolen,” he said. “We are doing our best to address the problem and this initiative will definitely help. It’s another tool that citizens can use to prevent their vehicles from being stolen.”

The Toronto Police Service and Toronto Crime Stoppers are asking vehicle owners to find a signal-blocking solution that meets their needs, as there are a variety of options on the market.

KYCS (Keep Your Community Safe) Global has partnered with Toronto Crime Stoppers to offer a $20 signal-blocking pouch .

“Most people go home and put their keys beside their door or on the counter by the door,” said Jason Lyall, the Vice-President of KYCS. “Thieves use key fob repeaters to extract that signal and then use a separate agnostic fob to get into your vehicle. You can simply drop your keys in this pouch every night and block the signal from escaping. We really hope we can combat vehicle theft through the RFID repeater technology.”

NCOs Give a Student a Bicycle

31 Division NCOs heard about a grade 9 student who found his bicycle missing from the bicycle rack at the end of the school day.

Unfortunately, the student did not secure his bicycle with a lock at the beginning of the school day.

We presented the student with a new bicycle and lock during school hours. He was thrilled and took part in our bicycle safety lesson.

We registered his bicycle on our Toronto Police Service website under the Bicycle Registration page. The bicycle registration confirmation print out was given to him as well.

Whether it's for a quick trip inside the mall or a full day at school, it's an unsettling feeling to leave your precious bicycle out in the open without a lock.

A bicycle that's properly locked is difficult to steal, and even the most well-equipped bike thieves will target something easier to reduce their chances of getting caught in the act of trying to steal your bicycle.

Be sure to always register your bicycle with the Toronto Police Service. This will greatly increase your chances of having your bicycle returned to you if it is lost or stolen.

Back-to-school with Believe to Achieve

Boy's Courage Inspires Cancer Fundraiser

A Toronto Police officer is shaving his head to celebrate the life of an inspiring five-year-old boy who succumbed to cancer recently.

Parker Sheahan was diagnosed with Ewing Sarcoma, a rare type of cancer that occurs in bones or in soft tissue around the bones.

Earlier this year, Const. Nelson Santizo met the boy.

“One of the officers at our Division and his parents are friends,” he said. “When she found out about his cancer, we organized a barbecue at our station and raised about $5,000.”

After the boy’s parents learned last March that the cancer had returned, Santizo and members of TPS teamed up with York Regional Police to contact the Make-A-Wish-Foundation for Batman do a visit to his home.

I will always remember his resilient attitude and joyful spirit “We set it up as a surprise while little Parker was doing his Easter Hunt and he was over the moon,” said Santizo. “We also gave him a little badge that one of our officers made.”

To support this year’s Cops for Cancer fundraiser, the Neighbourhood Officer is shaving his head for the boy in Parker's memory.

“He touched my heart and shaving my head is the least I can do for him,” said Santizo. “I will always remember his resilient attitude and joyful spirit.”

Santizo will be joining in the TPS tradition that has seen Service members, both civilian and uniform, shave their heads in solidarity with those battling cancer. This year, he will not get to join in a large fundraising event because of COVID-19 protocols, but wanted to participate on a smaller scale.

Started in Edmonton in 1994, Cops for Cancer is a national program raising money for the Canadian Cancer Society to fund research and support patients. The fundraising mostly involved fun events where law enforcement members shaved their heads for donations to the cause.

Toronto Police Service members have raised over $1.5 million since the program started.

Shoreham Park "School Supply Giveaway"

On Sunday September 12, 2021, we attended Shoreham Park for the " School Supply Giveaway " event. We were joined by the Black Creek Community Health Team, Toronto Community Housing, Jane and Finch Security, 31 Division CPLC, and many other community partners.

This was a celebration held by the Shoreham Court Community. They had a live DJ, an ice cream truck, prizes and backpacks for the children, and tons of food!

Thank you to all our hard working community partners and to all the Shoreham Community residents for making this event a memorable one for all!

This was made possible by our hard working volunteers at the Firgrove Learning & Innovation Community Centre in the Glenfield-Jane Heights Neighbourhood and in the Downsview-Roding Neighbourhood.

Meet The Black Community Consultative Committee (BCCC)

BCCC Is proud to be one of the volunteer groups that assist in enhancing equitable policing.

MANDATE

To work together with the Toronto Police Service in an advisory capacity in order to promote and advocate for competent, equitable policing and safe communities.

HISTORY

The members of the BCCC remain loyal and dedicated to both the community and Its mandate by giving freely of their time, ideas and efforts.

BCCC is comprised of general members who represent various community organizations. The committee chaired by a Senior Officer, who is designated by the Chief and a member who is chosen by the genera membership.

The role of the BCCC has remained constant, as the composition and leadership of the Black community, the Toronto Police Service and even the BCCC Itself have changed As a consultative body, the BCCC has impacted policing in Toronto in the areas of recruitment, recognition and utilization of Black officers, officer accountability and Increased awareness of community and Police relations.

ACTIVITIES

The BCCC participates in and creates a number of initiatives to effect its mandate and better relations between the community and the Police. The primary duty of the members of the committee to bring the concerns of the community to the Toronto Police, and to act as a communication link between the Police, their respective organization and the community at large. The methods of effecting this duty includes participation forums, seminars, workshops, training programs and functions that fall within the mandate off the BCCC.

The BCCC is a consultative committee. The members confer with both the community and the Police to effect understanding, productive communication and positiver elations.

Gosford Community BBQ and Back to School Event

We had an amazing time celebrating with the Gosford Community in their " BBQ and Back To School " event!

We had a fun filled day of activities, including face painting and a bouncy castle! There was plenty of delicious food barbecued by the hosts and a DJ who kept us all dancing until the end!

Backpacks were distributed to children at the event as the first day of school is just around the corner.

Yusuf Day Of Hope

Today, we celebrated " Yusuf Day Of Hope " with Community members from the TARIC Islamic Centre . Your NCOs , 31 Division CPLC, and hard working volunteers and staff assisted in making this event a true success!

Meal packages and other items were prepared, packaged, and hand delivered to the donors as they drove into the complex. This event, usually held in an outdoor venue, has been constructed to a drive-thru capacity adhering to COVID-19 precautions.

All proceeds of this event will be donated to the Toronto Hospital For Sick Children. @sickkidstoronto

We're honoured to participate in an event with such a courageous story behind it. Thank you to all at the TARIC Islamic Centre and all its members for making this day a very special one for all of us.

Shoreham Court Back to School Event

31 Division NCOs and CPLC attended the "Back To School" event held by the Shoreham Animators Club. The event took place within the Shoreham Court Community.

We were accompanied by TCHC Neighbourhood Special Constables , 31 Division CPLC, Crime Stoppers, Jane & Finch Mall Security Staff, hardworking volu nteers, and of course, the very friendly residents of Shoreham Court.

The Community enjoyed BBQ, popcorn, cotton candy, and many other treats. Swag bags (provided by Crime Stoppers ) and backpacks (provided by 31 Division NCOs and TPS CPEU). Paper, binders, notebooks, pencils and erasers were supplied by MVR Cash and Carry were handed out to the children of the Shoreham Court Community.

A very special thank you to the Shoreham Animators Club for hosting such a memorable event!

These awesome bundles of back to school joy will be distributed by your 31 Division NCOs, alongside the 31 Division Community Police Liaison Committee (CPLC), and Community partners.

We have been graciously invited by several Community partners throughout our Neighbourhoods to participate in various "Back To School" events that are being held over the next week.

End of Summer Safe Outdoor Play BBQ

Shoreham/ Driftwood End of Summer Safe Outdoor Play BBQ was amazing today.

The children had a great time. They even had a special visit from #Batman along with the #Batmobile , #Batgirl and #wonderwoman . They also had lots of food, music, games and ice cream.

The families here have been through a lot due to gun and gang violence. To see the empty parks on beautiful sunny days due to fear was absolutely unacceptable. This resulted in the “Safe Outdoor Play” to get the kids out to be kids again.

To put a smile on their faces, local community residents, businesses, Toronto Police Officers, TCHC Special Constables and Jane & Finch Mall Security Officers all joined forces to make them feel special and loved by everyone around them. Their smiles were priceless!

Keeping yourself and your family safe

When it comes to the security of our homes and businesses, it is easy to fall into the trap of complacency. Many people assume that because they have never been victimized while at home or at their place of business, that their security is adequate, but that is not always the case.

Developed in the 1970s, Crime Prevention Through Environmental Design (CPTED) is a set of principles that work to deter crime and increase the overall perception of safety by examining the design, intended function, and current usage of physical space. This is accomplished using three principles: Natural Surveillance, Access Control, and Territoriality.

When users of any given space can see one another, crime is naturally deterred. So for homes and businesses, implementing Natural Surveillance means ensuring that sightlines are good - both in and out of the property – so users feel like they are being watched.

Although suitable for privacy, windows with heavy drapery, frosted glass, or large signage affixed to them obscure the views both ways and create opportunities for potential perpetrators to move around the property unseen. Removing these barriers is a quick way to create the perception of surveillance and increase the safety of your home or business.

The second principle of Access Control focuses on designing a physical space so that users behave in a manner that is expected. Ask yourself the following questions about your space:

What is the intended use of this space?
Are there areas in this space where trespassing or crime occurs?
Are there areas of transition between public and private space?
Are private areas easily accessible to trespassers?

By asking these questions, you can quickly get a sense of whether or not you need to improve the access control to your property.

For transitional areas on your property, clearly define each area using low fencing, pathways or a combination of the two so that users get a sense of where one space ends, and the other begins. Additionally, secure private spaces from trespassers using high quality locks and doorframe reinforcements, and always close and lock windows when you are away from your property.

The final principle of Territoriality is all about “owning” your space. When people believe that a space is cared for, they are more likely to respect that space, and less likely to engage in criminal activity/ disorderly behaviour there as well. Create a sense of territoriality by ensuring your yard and lawn are well kept, landscaping stays trimmed, and the exterior of your home/business looks clean and maintained.

Integrating the three principles of CPTED is not only easy, but also proven to be effective at deterring crime.

31 Division NCOs at Zawadi Farm

On Sunday August 15th, 2021, we met Jessey and Emma at the Zawadi Farm (72 Canuck Ave). Zawadi Farm provides nutritious produce to community members, along with educational opportunities for visitors and youth through the Children and Youth Farming Program.

The Children and the Youth Farming Program is a 6 week program, providing educational opportunities for children and youth facing barriers (whether they are academic, social, or economic), through engagement with local agriculture to cultivate healthy communities.

Using food as a tool to connect with and empower children to a lifelong of healthy eating and learning. Children and youth learn how to plant their own seeds, along with different types of soil and how to grow plants indoors as many of the children lived in high-rise urban cities. They’ve learned about different fruits and vegetables and how each of them grow differently. At the end of the program, the participants receive a plant to take home, along with seeds to grow produce at their home.

Jessey, a local community farmer, provided us with an educational lesson on how his tilling method does not disturb nutrient dense soil and allows plants to reap as much water as possible. PC Marshall put the tool in action for a demonstration.

We met Marisa, a neighbourhood resident who brought her mother to the farm. Marisa had stumbled upon this farm by accident one day while taking walk. She met the local farmers and was immediately impressed by their community initiatives and knowledge of gardening/farming and the quality of their produce. She continues to frequent the farm, and has brought friends and community groups since her initial visit.

We met Jacklyn and a couple youth members from the program who were preparing food arrangements for the day.

31 Division NCOs at Country Heritage Park

We were very fortunate to be invited to the Children and Youth Farming Program Graduation Celebration.

We transported some of our proud graduates and volunteers to the Country Heritage Park (8650 Tremaine Road, Milton) and participated in their festivities.

The day began with a private book reading from @travellingfeetbooks , who read from her latest children’s book “ABC Where are We? The West Indies!”. The premise of this book is to educate children on Caribbean territories, locations, and landmarks including a reference section containing country and territory flags.

The children from the program put on a presentation, reciting the vast knowledge they received in farming and geography.

The youth leaders of the program, presented their program/business proposals. During the tenure of the Leadership Program, the youth participants were tasked to formulate their own community workshop/program that would benefit children/youth in various walks of life.

The youth participants learned how to trademark their businesses names and logos and formulate a business proposal and presentation. Financial literacy, business ethics, and effective presentation methods were taught throughout the duration of the program.

We enjoyed and were impressed by each presentation and look forward to see these young adults thrive in the community and business world.

After the presentations we took on a tour of the grounds, where we were introduced to various landmarks, buildings, and plots for farming. We made stops to interact with the animals throughout the grounds. One particular goat was very affectionate towards PC Calder.

The day concluded with graduation photos, gift bags, conversations, and many laughs!

People are tired of the on going violence plaguing their neighbourhoods. Safe play provides a time and place for everyone to hang out, play and enjoy the warm weather with the knowledge that police officers are present. We are very proud of our 2021 Student Leadership Bursary Awards Recipients who have demonstrated leadership, motivation, and the drive to succeed.

This year, due to Covid, was especially financially challenging for many students who will be attending post-secondary education and/or training programs at either Ontario publicly-assisted colleges or universities. The 31 Division Community Police Liaison Committee (CPLC) has established the Student Leadership Bursary Awards to assist students financially.

The awards were presented to the students by Superintendent Khan, PC Amandeep Malhi , PC Mike Harris , Kevin Green from Greenwin Corp and Nadia Ieraci from First Capital . The Toronto Police Mounted Unit also attended the celebration.

This one-time $1,000.00 bursary is awarded to one student from each of the eight secondary schools in 31 Division. Since its inception, we have awarded over 110 high school students.

The program has been made possible through the financial support of our community members, First Capital , and Greenwin Corp .

Congratulations Shoreham Court Graduates

In addition to 31 Division NCO’s Safe Outdoor Play on Sunday June 27, 2021, 31 Division’s NCO’s participated in the Shoreham Court celebration for its youth that graduated this year. Since there are no proms due to COVID-19, the community worked together to celebrate anyway.

We would like to thank the Shoreham Court community, Toronto Police Service 31 Division Neighbourhood Community Officers (NCO’s), 31 Division CPLC, Greenwin Corp ., Upper Crust , Councillor Anthony Perruzza , and MPP Tom Rakocevic for making this celebration possible.

Safe Outdoor Play - Sunday June 20, 2021

It was another great Sunday in the Shoreham community with the Neighbourhood Community Officers (NCOs) and community members.

The NCO’s Safe Outdoor Play program offers an opportunity for the community to come out to socialize, play, and enjoy some great food prepared by the residents. This also helps the residents take the community back from unsavoury types, and it develops a deeper relationship with Toronto Police Service.

We are grateful to the Black Community Consultative Committee (BCCC) and The Toronto Black Farmers for attending and supporting the community. The Toronto Black Farmers donated fresh sweet potatoes, broccoli, and eggs from free-rage chickens. We also had a community member in 31 Division pick fresh vegetables from their own garden to give to the Shoreham community.

It’s important for everyone to get involved in making our city a safe and prosperous place in which to live. For real, meaningful change to take place, the process has to start with you and me.

Anonymous Community Donation

A very generous and considerate community member donated groceries to a Neighbourhood family who are currently going through tough times. Though the donor wished to rema in anonymous, we were extremely grateful to deliver them on their behalf. Those who support each other through difficult times definitely make a difference in all our lives!

Meeting in the park

Yesterday we met with City Councillor Anthony Perruzza, Assistant to Councillor Carlo Lamonaca, and Parks Manager Rocco Leoncini. We had a walkthrough of Chalkfarm Park and Sheridan Mall while having informative conversations regarding Community concerns and Neighbourhood initiatives.

Together, we continue to implement Community safety initiatives and strengthen positive relationships with Neighbourhood residents.

The Firgrove Learning and Innovation Centre

Today we've returned to The Firgrove Learning and Innovation Centre and assisted the lovely volunteers . This time we've loaded up our van with groceries and delivered them to one of our hard working Community volunteers. These groceries will be dessiminated to several families in our Neighbourhoods. A BIG Thank You to all our Community members looking out for one another!

"Damsel in distress"

While patrolling our Neighbourhood, we were flagged down by a Community member who was experiencing a nightmare all of us fear....running out of gas! (due to a faulty gauge)

We drove the "damsel in distress" to a nearby gas station to fill her gas canisters. We returned and filled her vehicle's fuel tank, ensuring a safe departure. ��⛽

PC Kitchener put his pit stop skills to the test with much to her approval!

Hey, these things could happen to any of us. Good thing her 31 Division Neighbourhood Community Officers were there to the rescue!

Sunday was the first “Safe Outdoor Play” event by the community for the community. Families finally came out to get some exercise and fresh air.

Parents and children are tired of the on going gun and gang violence on top of the Covid-19 restrictions. Meet the Black Creek Neighbourhood Community Officers (NCO's)

With over thirty years of policing experience between the two of them (much of it within 31 Division), PC Nelson Santizo an d PC Greg Mangiardi have developed a deep understanding of the Black Creek community where they serve as Neighbourhood Community Officers.

Having spent the last three years serving as NCO's, PC Santizo and PC Mangiardi have been touchstones for so many community members, engaging local youth as well, throug h programs funded by ProAction Cops & Kids and Lego Canada, such as the Lego Program with students from the Gosford Public School.

Recently, members of 31 Division held a BBQ to raise funds to support a young boy named Parker who is battling hard in his fight with cancer, but PC Santizo went above and beyond merely assisting with fundraising.

As Parker's favourite DC comics character is Batman, PC Santizo organized and personally paid for a local actor - in full Batman regalia - to attend Parker's home and wish him well, along with dozens of police officers who attended, including 31 Division's NCO's and officers from York Regional Police Service. The thoughtful and generous nature of PC Santizo's gesture for Parker was felt by all who attended - especially Parker and his family - and is a testament to his empathy and compassion for others.

The Black Creek community is luckier for having these two dedicated and caring officers as their Neighbourhood Officers, who every day, demonstrate and embody the spirit of "Serve & Protect".

Keeping Downsview-Roding Neighbourhood Safe

In order to keep coverage every day in our dedicated neighbourhoods, NCO's are split into two teams of officers that work co nsecutive shifts, so there is always an officer available for community members to reach out to.

In the newly designated Downsview-Roding neighbourhood, PC Niran Jeyanesan and his partner PC Colin Vanderwal (not pictured) are the NCO's that make up the second team responsible for that neighbourhood.

PC Jeyanesan and PC Vanderwal were assigned to their neighbourhood in March but both officers have been constants in 31 Division for many years, always looking for ways to engage with community members and to improve the service delivery of public safety in 31 Division.

Meet the Glenfield-Jane Heights Neighbourhood Community Officers (NCO's)

Embedded in the Glenfield-Jane Heights neighbourhood are PC Nishant Sharma and PC Mike Bottero who have been long-standing NCO's since 2018 and 2019, respectively.

In that time, PC Sharma and PC Bottero have worked hard to make strong relationships in their communities and to help out those in need whenever possible. Recently, thes e officers were involved with hand-delivering bouquets of flowers to some of the lovely moms in our community on Mother's Day, and with assisting the Firgrove Learning & Innovation Community Centre Food Bank with assembling and delivering food hampers to hungry folks in the community.

These two represent 31 Division with integrity and compassion, so if you happen to see PC Sharma or PC Bottero out in your neighbourhood, make sure you go over and say hello.

Senior Safety/Elder Abuse

WHAT IS ELDER ABUSE?

Elder abuse is any action, or inaction, occurring in a relationship where there is an expectation of trust, which causes harm or distress to an older person.

It is estimated that between four to ten percent of the population are victims of elder abuse, which means up to 42,000 seniors may be victims of elder abuse in Toronto.

SENIOR SAFETY STARTS WITH YOU

Elder abuse may happen to any older person regardless of gender, culture, race, financial status, and mental or physical condition.

Vulnerable persons are also a target for abuse due to an increasing trend encouraging independent community living.

The elderly and the vulnerable are hesitant to report their victimization for a variety of reasons. In conjunction with the community agencies serving the elderly and vulnerable, the Toronto Police Service is working to encourage the reporting of abuse. Crime prevention and public awareness are necessary to reduce the fear of crime and improve the quality of life for seniors.

The goals of the Toronto Police Service regarding the abuse of elderly or vulnerable persons are to:

reduce the incidence of the abuse of the elderly or vulnerable persons in the community.
investigate all occurrences thoroughly and bring offenders to justice.
ensure the safety of victims including referrals to other community partners.

REASONS WHY ABUSE IS SELDOM REPORTED

Victim lives in fear of reprisal from the offender
Victim wants to maintain the relationship with their family member and/or fears being removed from their home.
Victim does not recognize that they are in an abusive relationship
Victim is unaware of their rights and available support services
Victim is unable to report due to physical frailty, cognitive impairment, or language barrier.
Outsiders believe that it is a family matter and of do not want to get involved.

THERE ARE FOUR TYPES OF ABUSE OR NEGLECT:

1. Financial - misuse of the Power of Attorney or where someone has been dishonest in the use of a senior’s money or a senior’s assets. Indicators of financial abuse include:

Elder has signed/changed documents (Power of Attorney, new will, etc) when unable to comprehend the transaction
Lost jewelry, silverware or other valuables
Change in level of care/absence of required aides (walker, glasses etc.
Unexplained/Irregular withdrawals from senior’s account
Sharing an older person’s home without paying fairly for expenses

2. Emotional/Psychological - an action or comment which would cause emotional anguish, fear or diminishing self-esteem. Indicators of emotional / psychological abuse include:

Agitation or Fear
Depression/Denial
Helplessness/Hesitation to talk openly

3. Physical - any act of violence causing injury or physical discomfort (this includes sexual assault and pharmacological abuse). Indicators of physical abuse include:

Cuts, bruises, burns or welts
Unexplained injuries or broken bones
Poor skin condition
Not seeking medical attention when warranted

4. Neglect - the failure of any person having care or custody of older adult to meet his/her needs when the older person is unable to meet those needs themselves. Indicators include:

Inadequate clothing, poor skin condition or hygiene
History of accidents or injuries and/or untreated medical condition, injury, dehydration, malnourished
Lack of needed medical items (e.g. glasses, false teeth, cane or walker)/lack of access to medical attention

The abuse of elderly persons is a growing concern to the Toronto Police Service due to an increasing seniors’ population and its reliance on caregivers to maintain levels of independence. It is estimated that between four to ten percent of the population are victims of elder abuse. In Toronto, seniors make up nearly 15% of the population, which means up to 40,000 seniors are potential victims of elder abuse.

PREVENTING ELDER ABUSE - CRIME PREVENTION TIPS

Whether you are living in a private home or an institution, know your rights and ask a lawyer, public trustee or trusted professional for financial or legal advice.
If you choose to appoint a Power of Attorney, for either finances or healthcare, choose someone trustworthy, and understand the authorities and responsibilities you are giving them.
Familiarize yourself with your financial situation use caution if lending money to others.
Have your cheques deposited directly into your bankaccount.
Be aware of available support services in your community.
Avoid social isolation; stay connected and engaged.

Today, Greenwin Cares , 31 Division Neighbourhood Community Officers ( NCOs ), and the 31 Division Community Police Liaison Committee (CPLC) kicked off our Laptops for Learning program by delivering the first round of refurbished laptops donated by Greenwin to families facing challenges with remote learning. The transition to virtual schooling is hard enough, but for those with limited access to functioning computers and technology, it can be an almost insurmountable challenge. We believe that every child has a right to education and are making it our mission to help make sure no one is left behind because of a lack of resources!

With Toronto-area schools entering another shutdown period, it’s more important than even to break down technological barriers that contribute to an unequal educational playing field. We are so excited to be able to help families in Toronto Housing priority neighbourhoods break down these barriers by providing them with top-quality refurbished laptops to call their own. Having access to a functioning computer will give these students the necessary access to continue their education from home and support them on their path to success.

How do Home Unit Takeovers happen?

The victims of a Home Unit Takeover are specifically targeted by the perpetrators. They become familiar with one another and develop a degree of trust. The victims allow the perpetrators in their home several times but then begin to have a difficult time getting them to leave.

The perpetrators may explain that they need to stay over for a short period of time due to personal hardship, but then slowly begin to make themselves at home.

Before long, the victims find themselves in a situation where their unit has been taken over and the perpetrators refuse to leave. Sometimes the victims will experience violence, theft and other forms of abuse by the perpetrators.

Who are the victims?

The victims of a Home Unit Takeover are usually people with a form of vulnerability:

Substance addiction
Physical or mental health issues
Low income
Social isolation
Persons of advanced age.

Who are the perpetrators?

The perpetrators in a Home Unit Takeover are often known to the victims; they could be family

members, friends, neighbours or simply just someone from the neighbourhood.

We are here to help!

In the past, law enforcement, housing organizations, landlords and others involved with housing were not as aware of Home Unit Takeovers as they are today. Victims would sometimes suffer consequences such as evictions, financial loss and even face criminal charges.

Today, the focus is on assisting victims and ensuring their safety and well-being. The Toronto Police Service is committed to assisting all victims of crime including those affected by such a serious invasion of privacy. Everyone has the right to be safe at home.

What does caring for the community look like? One great example is shown to us by Danny of Durante's Nofrills .

Danny reached out to the Neighbourhood Community Officers at 31 Division, Toronto Police Service and donated 35 turkeys. In addition, Danny also donated 35 gift cards worth $350. The turkeys and gift cards were distributed to some of our Division's more vulnerable and needy families. These gifts, a testament to generosity, will surely be enjoyed this Easter weekend.

The response from the community was one of spontaneous gratitude towards Danny of Durante's Nofrills and the Neighbourhood Community Officers for both the donation as well as the interaction with the Officers.

This was also a great opportunity for many of the community member and officers to engage in meaningful conversations and further develop a positive relationships with the community. The engaging and partnering of the Officers with the community at large contributes to building trust and greater safety.

We wish to express our gratitude to Danny of Durante's Nofrills for his selfless dedication and continued support of the community.

Thefts from/of vehicles

Let's talk vehicles. A lot of us hav e them, but many of us also take for granted how valuable of a target they can be.

Vehicles are a highly prized commodity to thieves for a number of reasons, such as:

to sell as a whole, or for parts
to use for general transportation
to use for transportation to commit crimes
for vehicle cloning, where they are then resold

Don't make yo ur vehicle a target to thieves unnecessarily. Here are some crime prevention tips to help you keep your vehicle secure and to lower the chances of your vehicle being targeted:

1) When parking your vehicle, turn off the ignition, lock the steering wheel (crank the wheel to either the left or right until it clicks) and take the keys with you. Choose areas to park where there is good lighting and video surveillance, if possible. Ensure your doors are locked and your windows are up.

2) At home, park your vehicle in a well-lit area of the driveway or street, or if you have a garage install motion-activated lighting inside so that any persons moving around inside it are illuminated. Although you must have your insurance and vehicle registration on you at all times while driving the vehicle, it's a safer choice to keep it in your wallet or purse and not in the vehicle, so that if your vehicle is stolen, they can't fraudulently register it to someone else without your consent.

3) Remove all valuables from your vehicle. Don't make your vehicle appealing by leaving cash, shopping bags or other valuables in plain sight inside your vehicle. If you must leave your valuables in the vehicle, place them in the trunk and lock it before leaving your vehicle.

4) Never leave your car running with the keys inside. You wouldn't leave your front door wide open for strangers to walk into, so why would you leave your car idling unlocked for someone to come steal?

Lastly, for o wner's of vehicles with a keyless fob ignition, be aware that the signal transmitted from your remote to your vehicle can be copied and used to steal your car in less than 30 seconds. This type of vehicle theft (called relay theft) is quite common and easily done with just a laptop or computer device and the signal from your key fob. A car thief only needs to be a few meters away from the fob to do it, meaning you could be walking away from your vehicle with the key in your pocket and have it stolen from right behind you. Here are some tips to prevent relay theft:

1) Protect the security of your vehicle by keeping your key fobs far away from any doors or windows in your home that a thief could walk up to, or if you must keep them close to the door, place them inside a metal box or signal blocking pouch (faraday bag) to prevent the signal from being transmitted.

2) Check to see if the key fob can be shut off. This is not available for all models, but it's worth checking into.

3) Invest in a good old fashioned steering wheel lock to deter thieves. A stolen signal wont do much good if they can't drive the car!

4) Ensure your vehicles' software is updated. You can check this in your vehicles' settings menu or check with your vehicle dealer when you bring it in for a service.

Food Hampers For Vulnerable Community Members

On Saturday March 20, 2021, 31 Division’s CPLC and the Black Community Consultive Committee (BCCC) delivered some much needed food hampers to the most vulnerable community members in 31 Division. This was done with the support of Toronto Police Neighbourhood Officers, Toronto Black Farmers Collective , and Greenwin Corp .

This would not have been possible without the support of the Toronto Black Farmers and Growers Collective that are providing organic, nutritional, locally grown produce to the most vulnerable members of our community. We are profoundly appreciative of their generous support.

Residential “Break-Ins” Are Typically “Crimes Of Opportunity”

While it is common for victims to feel a sense of violation, burglars generally have little, if any, personal knowledge of the people who live there. You can minimize your risk by practicing the personal safety and crime prevention strategies outlined in this article.

DETECTION IN YOUR NEIGHBOURHOOD

Keep your ears and eyes open for suspicious vehicles and people around your home.
Do not confront possible suspects.
Record the license plate numbers and description of suspicious vehicles.
Record detailed descriptions of occupants of suspicious vehicles.
Report your concerns and observations immediately to the Police.

REDUCING YOUR RISK

Mark your property with a Trace Identified pen (www.traceidentifiedcom) or a unique identifier. This may discourage theft of valuables and will provide an easy way to identify stolen property.
Record the contents of your home or cottage (including serial number) on paper or make a video recording and download it to a safe and easily retrieved place that is unlikely to be lost or stolen.
Consider installing a home security system.
Do not announce your absence on an answering machine or through social media (e.g. Facebook).
Check identification of sales and service people. Use the phone number in the phone book or on the website, not a number the person at the door provides.
Don’t hide keys in secret places. Instead leave a duplicate with a friend or trusted neighbour.

IF A CRIME HAS OCCURRED

Emergency Services (9-1-1) should be called if there is a crime in progress or an immediate threat to the safety of persons or property.
If you arrive at your home and suspect there has been a break-in do NOT enter - the criminal may still be inside.
Go immediately to a neighbour and call the Police.
Do NOT touch anything or clean up until the Police have inspected for evidence.
Note the license number of any suspicious vehicle.
Note the description of any suspicious person(s).

PROTECTING YOUR HOME

Make sure exterior doors are solid core wood or metal.
Install a good quality deadbolt lock on the door and a minimum four-hole security strike plate on your door frame. Use screws that are a minimum two inches in length, and longer where possible, so that they penetrate the main (unseen) structure that supports the door frame.
Secure sliding glass doors with commercially available bars or locks, or put a wooden dowel or broom handle in the door track. Burglars look for sliding glass doors because they are the easiest to open.
Keep garage and tool shed locked. Don’t give a burglar the resources to break into your home.
Remove all obstructions in your yard that could conceal a burglar breaking into your house.
Limit access to out of reach windows, lower roofs, second story windows and balconies. Lock up ladders and other objects that can be used as platforms whenever possible. Watch for large, overhanging tree limbs that may provide a means of access.
Ask a trusted neighbour to use your driveway or parking space when leaving the house for extended periods. If you are away, make sure that your residence looks like it is occupied. Have the sidewalks shoveled, mail collected, grass cut etc. Set the lights to come on and off at different intervals.
Make “would-be” thieves visible, install motion lights or leave an exterior light on to illuminate entranceways and rear yards.

ALWAYS LET THEM KNOW IF SOMEONE’S HOME

Since most residential break and enters happen during the day time when the homeowner is not home, it is important to realize that there is little chance of you encountering a burglar provided you do not do anything to hide the fact that you are home if someone knocks on your door. It is therefore important that you respond to all door knocks by speaking through a locked door unless you recognize the person. This includes training your children to safely respond to the door knock by having them let you know that someone is there or speaking through a locked door advising the person that you are busy.

Distraction Theft

Who is the target of distraction theft?

Victims of distraction theft are often chosen because they are elderly, trusting, and may speak little or no English.

The offenders generally target people who are walking or sitting alone in public or on their own property. The offenders look for exposed jewellery or may just assume their target is likely wearing it.

HOW DOES THE OFFENDER APPROACH THE VICTIM?

The suspects generally travel as a group, in a vehicle or on foot, usually with a male, female and sometimes a toddler. This makes the suspects seem less suspicious. They may drive or walk around residential neighbourhoods, shopping malls, parks or approach you at bank machines where they will distract you by spraying you with ketchup or mustard.

They may even flatten your tire as a pretense to get you to stop your vehicle, where they will take advantage of this situation to offer “help” as an excuse to get close to you and your jewellery.

The suspect then walks away leaving the victim confused, not realizing that their property has been taken.

The main property targeted by distraction theft offenders is expensive jewellery. However, wallets, cell phones and purse contents are also vulnerable to this type of theft.

REDUCE THE RISK OF BEING A VICTIM

Avoid showy/flashy displays of jewelry.
Take the safest route possible. Avoid short cuts and deserted areas; try to keep to well lit and populated streets. Walk on the side of the street that gives you the best view.
Walk with a purpose and be alert/aware of your surroundings.
If you are suspicious of someone and they are not leaving you alone after you have asked them to, draw attention to yourself by yelling “stop following me” or “leave me alone”.
DO NOT LET THEM TOUCH YOU.
If you do not feel safe or are in need of assistance, flag down a passerby, car or taxi.

IF YOU ARE A VICTIM OR WITNESS OF DISTRACTION THEFT

If you realize that you have been a victim or witness of distraction theft and the suspect is still there or in sight, for your safety, DO NOT CHASE OR FOLLOW THE SUSPECT.

Call 9-1-1, the Police emergency number, immediately. The faster the Police are able to respond, the better the chances the suspect(s) will be arrested.
Try to memorize suspect(s) information including physical and clothing descriptions, especially tattoos, scars and other prominent features, and any suspect vehicle information or description. This is very important information when the Police arrive and the suspects are no longer on scene.
Keep records of your valuables and take photos. Note all serial numbers, the quality/value, engravings and distinguishing markings. Keep that information in a safe place at home. This information can help the Police identify and recover your property.
If your valuables do not have serial numbers, consider ‘marking’ your property in a unique way with a Trace Identified pen.

CRIME PREVENTION TIPS

If you are wearing expensive jewellery, ensure that it is properly affixed and not easily removed.
If possible, conceal your jewellery under clothing.
Be wary of strangers who do not respect your personal space or touch you in any way.
If someone is close enough to put a necklace on you, THEY ARE TOO CLOSE!
Walk with a friend whenever possible.
Be aware of who is around you and report any suspicious or criminal incident immediately to the Police or anonymously to Crime Stoppers.

Huge success with over 100 registrations

Toronto (March 4, 2021) – The first-ever NorthWest Toronto information session with the Canadian Armed Forces (CAF) was a tremendous success, with 110 registrations and 67 attendees online.

“We had students, young men and women, parents and community members at the Virtual Session,” says Mark Tenaglia, Chair of Make Your Future (MYF).

“Clearly, people want this kind of information and we are already working on setting up the next session.”

MYF will share the link to the next CAF Information Session as soon as the date is set; in the meantime, those interested in receiving information and the registration link to that event can visit this link to leave contact information.

“We are very grateful to Danny Durante at Durante’s No Frills, which allowed us to set up an information kiosk to promote the March 3 ^rd event directly to families in our community,” Tenaglia notes.

CAF lead presenter Sgt. Delroy Gordon lined up specialists on topics including Regular Forces , Co-op programs, Cadet programs, and Reserve programs. (CAF Co-op programs are organized through the Toronto District School Board’s Co-op Department and take place at Fork York Armoury .) Attendees got answers to every question they had in the online session, which lasted just under two hours.

Some of the information presented focused on the facilities at Downsview, which includes Denison Armoury. MYF is part of 31 Division’s Community-Police Liaison Committee and has been working since 2018 to bring young people and employers together through school-based career fairs and events.

“COVID-19 forced us to suspend our in-person events, but it has made us more aware of opportunities for virtual events like this one, which actually have the potential to reach even more young people across a wider area during this time,” says Tenaglia.

“Eventually this lockdown will end, and all of our young people will be even closer to launching their careers. We hope this virtual session will give them ideas they can pursue when in-person activities like Co-op programs begin again,” says Kevin Green, President and CEO of Greenwin Corp, which sponsors MYF and provides funds, volunteers and meeting space to groups in the community.

Make Your Future is also working with the Canadian Armed Forces to explore the idea of launching a Cadets program for kids aged 12 and older.

“These kids do not realize how much employers need them,” says Green. “Trade unions need them, the CAF needs them, Canada needs them. We want to see them succeed. We will support their path to a career in every way possible.”

Racism and racial profiling are pressing and substantial problems that hurt individuals and poison our communities. Left unchecked, they deny the possibility of living in a just society. When the Ontario government banned carding on January 1, 2017, it was a vital step forward in concretely addressing racism and racial profiling in Toronto. Much work remains to be done, including the work of providing people with information about carding and the rights enacted in 2017 when the practice was banned. Gang Resistance Education And Training (G.R.E.A.T.)

The Gang Resistance Education And Training (G.R.E.A.T.) Program is an evidence-based , national and international gang and violence prevention program t hat has been building trust between law enforcement and communities for almost 30 years.

G.R.E.A.T. is intended as an immunization against delinquency, youth violence, and gang membership. It is designed for children in the years immediately before the prime ages for introduction into gangs and delinquent behavior.

The G.R.E.A.T. Program is built around school-based, law enforcement officer-instructed classroom curricula. It provides a continuum of components for children and their families. These components include a 13-lesson middle school curriculum, a 6-lesson elementary school curriculum, a summer component, and a families component.

More than 13,000 sworn officers from around the United States and various Central American countries have been trained and certified to teach the G.R.E.A.T. curricula. The G.R.E.A.T. curricula have been delivered to more than 6 million children, allowing law enforcement to foster strong relationships with these students, as well as their schools and communities.

Since its inception, G.R.E.A.T. has developed partnerships with nationally recognized organizations, such as Boys & Girls Clubs of America, Inc.; Families and Schools Together®; and the National Association of Police Athletic/Activities Leagues, Inc. These partnerships encourage positive collaboration among the community, parents, schools, and law enforcement.

Project #Engage416 is an expansion and new component of the Toronto Police Service's greater gang prevention strategy that focuses on implementing a version of the evidence-based Office of Juvenile Justice and Delinquency Prevention comprehensive gang model at the neighbourhood level, modified to fit the diverse needs of 12 pilot neighbourhoods in the City of Toronto.

Between September of 2019 and March of 2020, the Toronto Police Service's Integrated Gang Prevention Task Force hosted over 30 Gang Prevention Town Halls in the City of Toronto's 31 lowest equitable neighbourhoods. During the Gang Prevention Town Halls, over 1,600 community members and 50+ government and non-government organizations voiced their experiences, opinions, ideas, and concerns. Their voices were not lost, forgotten, or ignored. Highly motivated and influenced by the community outreach, Project #Engage416 is geared towards the insights gained, community concerns, and empowerment needed in some of the most gang-impacted neighbourhoods in Toronto.

Based on the five core strategies o f:

(3) Social Intervention

(4) Suppression , and

(5) Organizational Change and Development ,

Project #Engage416 will focus on conducting intensive community outreach efforts in 12 of the most impacted neighbourhoods in the City of Toronto's northwest quadrant to support our mission statement of engaging and empowering communities to educate, prevent, intervene, and suppress gun & gang violence, human trafficking, and sexual violence & harassment - driving solutions, from the inside out.

Grassways/Lanes Neighbourhood Officers-December 24 to 30, 2020

Neighbourhood Officers conducted their weekly video sessions of the Gang Resistance Education And Training G.R.E.A.T. program to thirty-one students from Brookview Middle School and Oakdale Public School. The sessions covered various topics including: coping with stress, mental health and related matters.

Neighbourhood Officers attended various locations within 31 Division to distribute gifts. Officers attended the Jane and Finch Plaza, the Esso Gas Station, the Jane and Wilson Plaza and Yorkwoods Plaza to distribute toys, board games, and other gifts to the community. The community members were extremely happy with the gesture and appreciated the officers’ undertaking. Officers were able to deliver to the community a van full of gifts from 31 Division.

Officers handed out some remaining gifts to residents in the area who were very grateful and happy to see officers still out and about on Christmas day. They also conducted patrols in assigned areas, including Driftwood and Shoreham Ct, The Lanes, Grassways, and Yorkwoods Plaza.

Neighbourhood officers attended various areas handing out winter mittens, tuques, scarfs and jackets to some of the homeless individuals within the division’s boundaries. The recipients expressed their appreciation, especially during this period of inclement weather.

Neighbourhood officers picked up a substantial amount of food and clothing donated by Paul Davis, author and speaker at TEDx conference. The initial contact was made by a TPS twitter follower. He reached out to 31 Division Neighbourhood Team through twitter and offered to donate groceries to members of our community. Officers met Paul and discussed future partnership to provide help for our community members.

Neighbourhood officers attended Yorkwoods Plaza and distributed the donated clothes and food to residents in need. The residents voiced their gratitude and acknowledged appreciated for the officers’ effort. One resident explained that she was just out begging for money because she did not have enough for her family's grocery needs.

31 Division Annual Toy Drive

Each year officers from 31 Division come together to run the Annual Toy Drive which relies on donations from community organizations, businesses and individuals, which are sorted and then donated to children in the community, aged newborn to seventeen years old.

This year, the event was spearheaded by PC Lauren Vanspall – 31 Division’s Crime Prevention/Community Relations Officer – who organized the involvement of community grou ps, reached out to donors for support and ensured the overall planning of the event went smoothly.

With the gene rous support of local donors and with the collaborative efforts of the Neighbourhood Officers, Civilian Administrator Jennifer McGrade, Special Constable Deanne Taylor and members of the Community Safety Response Unit, toy donations for almost three hundred children were packed and distributed to deserving kids in the community, making this the most successful Toy Drive in 31 Division’s history.

The members of 31 Division - lead by Inspector Keith Smith - and Toy Drive project lead PC Lauren Vanspall, would like to recognize the following donors for their generous support throughout the Christmas season. Turkey Dinners For Families

The officers from 31 Division reached out to ProAction Cops and Kids and were authorized to use their grant money to buy these families complete turkey dinners. Families in need were identified in the Grandravine, Lanes Community, and the Driftwood Shoreham Community from our rock climbing program. With the assistance of Danny of Durante's Nofrills , the officers were able to buy significantly more turkey dinners than initially expected.

They distributed 10 turkey dinners to the communities; in addition, Danny of Durante's Nofrills donated $250.00 worth of gift cards to those communities. Furthermore, Rhema Foundation Canada bolstered their efforts by donating several hundred toys and a multitude of food hampers.

There are tremendous opportunities for young people in the Canadian Armed Forces (CAF) , and Make Your Future and the Community-Police Liaison Committee (CPLC) want them to know it.

On December 18 ^th , members of the CPLC, Make Your Future (MYF) and 31 Division police launched the first-ever “CAF Recruitment Display” in the lobby of Durante’s No Frills in Yorkgate Mall.

“This pilot display is a fantastic first step toward highlighting the CAF in the Jane Finch Community and the opportunities available to young people,” says Mark Tenaglia, CPLC Chair.

“In addition to the traditional career path of joining Canada’s Armed Forces after high school or after university, we want young people to know there are opportunities for them to join the CAF while they are still in high school, and earn high school credits AND money while they are training.”

Tenaglia points out that the 4 ^th Canadian Division, one of the five major formations that report to Army headquarters in Ottawa, is located at Denison Armoury at Downsview Airport at Keele and Sheppard, a TTC ride away .

Space for the pilot exhibit has been generously donated by Durante’s No Frills , in its very busy lobby area. The exhibit was launched with signage; literature and brochures detailing CAF programs available; business cards for the local CAF recruitment officer; and CAF give-aways including golf shirts, string bags, winter hats and gloves and sunglasses.

“The exhibit generated immediate interest from young people in the lobby,” Tenaglia points out. “Christmas and COVID-19 make it a challenge to launch a sustained effort, but we are very pleased with the pilot exhibit and look forward to developing an expanded and interactive effort in early 2021.”

Neighbourhood officers conducted their weekly video sessions of the Gang Resistance Education and Training Program (G.R.E.A.T) for thirty-one students from Brookview Middle School and Oakdale Public School. The sessions covered various topics including: coping with stress, mental health and related themes.

Gang Resistance Education and Training (G.R.E.A.T.) is an evidence-based and effective gang and violence prevention program built around school-based law enforcement officer-instructed classroom curricula. The program is intended as immunization against delinquency, youth violence, and gang membership for children in the years immediately before the prime ages for introduction into gangs and delinquent behaviour.

While officers conducted an investigation, they spoke to a resident who had two small children with her. The officers were able to give a new tricycle that had been donated. They expressed their gratitude to the neighbourhood officers.

During previous interactions with the officers, the mother informed them she did not have money to purchase a Christmas gift for her daughter. The neighbourhood officers took the initiative and purchase d “Air Pods” for the child. Thus, the mother was able to present her daughter with a gift. Both daughter and mother were extremely happy with the gesture, blessed each officer and voiced their appreciation for their interest and generosity.

Officers attended 2195 Jane Street to hand out turkeys to the residents alongside TCHC. The residents of the building were extremely grateful for the assistance provided around the holidays and expressed their gratitude. Officers then picked up and delivered 10 turkeys to Andrea Tabner for distribution to families in need. Andrea expressed how happy she was with the work the neighbourhood officers are doing and encouraged them to continue engaging with community members in a positive way.

31 Division Neighbourhood officers participated in a Ward 7 roundtable discussion with Councillor Anthony Perruzza regarding neighbourhood renewal and the fostering of a healthy community. The discussion revolved around short term and long term solutions for curbing gun violence in the city. Numerous participants were in attendance, including members of the community and various representatives of academia. Neighbourhood officers offered their expertise on the subject matter, providing the roundtable with an enlightening tutorial on gang subculture. Additionally, the neighbourhood team touched upon various elements that could assist in dismantling the subgroups. These encompassed family enrichment, academic accountability, youth engagement, gang resistance programs, youth motivation/diversion target programming, and viable gang exiting strategies.

Officers assi sted members of CPU to deliver food baskets and 10 bags of clothing to 15 addresses of the residents in need.

In addition to the community events that the neighbourhood team attended, officers patrolled their areas of responsibility including Shoreham Court, Driftwood Court, Driftwood Avenue, Yorkwoods Plaza, the Grassways housing complex, and the “Lanes” housing complex.

Give Back To The Community Initiative

Organic food hampers for the most vulnerable population in the divisions that have the highest gun violence and crimes.

Black Community Consultative Committee (BCCC) has been meeting throughout the pandemic and connecting with the community as we are dealing with a lot of gun violence that has plagued specific communities more than others. As such, BCCC has taken the initiative to use the funding that was allocated by the Board to give back to the most vulnerable communities in the Divisions that have the most gun violence to date as per TPS Public Safety Data Portal. Seven Toronto Police Service Divisions have been selected.

BCCC has reac hed out to the Collective Group that is well connected in the GTA. The Collective Group is an action-oriented group that has a grasp of the system and the policies in place that are hindering many vulnerable members from obtaining the support and services they desperately need. The Toronto Branch of the Collective Group consists of 37 grass root groups and 12 not-for-profit organizations that are registered incorporated.

When we collectively donate to the same cause, we provide support and strengthen relationships between all the communities while building trust and transparency. We started by wanting to support 40 families and have in excess of 112 families on the waiting list. Since the need this year is far more generalized, we have reached out to others to take part in this initiative. We wish to acknowledge all our donors and supporters: Toronto Black Farmers Collective , Country Heritage Park, Asian-Pacific Community Consultative Committee, 43 CPLC Division Co-Chair James Thomas, 31 CPLC Division Co-Chair Mark Tenaglia, Constable Isabelle Cotton, Carpenters Local 27 , Rev. Brian McIntosh, the Collective Group, Greenwin Corp. , and CPLC from 22, 42, 43, 11, 12, and 23 Divisions.

We invite all community members to join and take a lead in giving back and donate by supporting communities that are marginalized and in need of assistance due to the COVID-19 pandemic. These are communities that face barriers to accessing Food Banks and other services due to disabilities, lack of transportation, lack of child-care support etc.

Neighborhood Community Unit Program

The Neighborhood Community Unit program was rolled out in No. 31 Division in 2013. The Neighborhood Community officer program is designed to help our communities establish a sense of trust in their police officers so they know that police are fair, friendly and can be trusted to help them when they find themselves in difficult situations.

Officers work with stakeholders and community contacts to help provide opportunities for kids to learn and grow. One of the things that the unit prioritizes is succession planning for our officers embedded in the community.

There is nothing more devastating to a marginalized community then when the officers that they grow to know and trust move to different units. That is why, at No. 31 Division, we make it a priority to recruit new officers that fit in and understand the concept. When change does happen in the division and the community, we already have a system and officers in place to cushion the blow and keep the positive momentum going. In order to do this, we pair an experienced Neighbourhood Community Officer with a newer member of No. 31 Division, so that we have no gap in service. 2020 December Newsletter

Hello 31 Division community,

As we are all going through these trying times due to COVID 19, I want to give a CPLC update. Unfortunately, we will not be able to meet in person because of the pandemic, but we are planning to give regular updates by email.

I want to begin by welcoming Inspector Keith Smith who joins us from 51 Division. Inspector Smith is replacing Inspector Lisa Crooker now Acting Superintendent of 14 Division. We want to thank Acting Superintendent Crooker for all her great work and leadership while serving at 31 Division.

Welcome Inspector Keith Smith

Inspector Smith transferred to 31 Division as the Unit Commander as of August 31st. As a bit of a condensed version of his experience, Inspector has 34 years on the job with Toronto Police. He has worked throughout the city in that time in various units and ranks. Inspector Smith has spent the last year and a half at 51 Division as the Inspector / 2 ^nd in Charge which by far is the busiest Division and most densely populated area in the City. There were a host of community and social issues in that area that contributed to crime and disorder that he had the opportunity to work collaboratively with members of the community, Politicians, Faith Leaders, businesses and city agencies in attempts to solve and reduce. It is still a work in progress for sure.

Inspector Smith is looking forward to learning about the community in 31 Division and, of course, the area and residents that make up the group that you support. Inspector Smith did work at 31 Division as a new Sergeant in 2001 and as a Detective until the end of 2004.

CPLC Activity Report

Student Bursary Awards - We have been working on fundraising and planing to ensure our student bursary program is well funded. Our bursary awards ceremony would usually take place at our 31 Division community BBQ/Open house in June, but unfortunately due to COVID and the future uncertainty, the awards ceremony may be postponed until further notice.
Make Your Future - We planed on holding our MYF3 carrier fair April 2020, but it was postponed due to COVID.
Taste and Sounds of Jane and Finch - TASJAF 2020 canceled due to COVID.

Please visit www.31division.ca We are hoping this site becomes a central hub for relevant information for community members. Caring For The Community

The officers from 31 Division bought $500 worth of gift cards with funds from the 31 Division CPLC, and Danny Durante from donated $100 from No Frills. This enabled the officers to donate $600 to eight families in the Shoreham community.

That community has been plagued by gun violence the past couple of months and was highly appreciative of the donation. Miss Emma, the community leader from Shoreham, was astounded by the generosity of the 31 Division CPLC. All the families were grateful and will make great use of the donations. Most of the donations went to single mothers and elderly residents who, in their own words, would have had great difficulty in providing thanksgiving dinners to their families. The Shoreham community wanted me to express its gratitude for the donations, and this initiative went a long way in building a positive relationship with the Police.

On March 27, 2024, we convened at the Driftwood Community Recreation Centre for a pivotal Town Hall Community Meeting.

Exceptional Acts

September 2023

In June of 2023 a security guard had an interaction with an intoxicated male. During the interaction, the male exposed a handgun. The security guard returned to his office and immediately called 911.

October 2023

In October of 2023 police received information from a citizen that two males were outside of a building and one of the males were seen dropping and picking up a firearm. Both males got into a vehicle and were seen leaving the area.

November 2023

December 2023

In December of 2023 Police Constable Clayton 77037 and Police Constable Murrell 12547 responded to a Threatening suicide call. The information received from the caller was that a family member left a voice message indicating feelings of suicide.

In February of 2024 a victim met with a potential buyer for personal electronics.

Hate crime is a learned behaviour that, when committed against a person or property that is based upon the victim’s race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation, or any other similar factor, is a criminal offence. ﻿
